He was given a life sentence in 2000 for the sexual assault and attempted rape of a woman at knifepoint in her own home.
A UK-wide police search had been taking place with members of the public warned not to approach him.
Lincolnshire Police said: "We are pleased to report that Paul Robson has been arrested. He was found and arrested in the Skegness area at 09:27. He remains in police custody."
Ch Supt Kate Anderson said: "We are grateful to members of the public for their help and support in sharing our appeals.
"We’d also like to give thanks to everyone who have called in with potential sightings of him."
A man who sexually assaulted a woman on a train travelling between Huddersfield and Sheffield is being hunted by police.
The man, who was sitting next to the woman, stared at her before touching her inappropriately at about 08:30 on Thursday 10 February, according to British Transport Police (BTP).
Officers have released an image of a man they want to talk to in connection with the assault.
Anyone who recognises the man in the image is being asked to contact BTP.
Today, it will be largely dry and breezy with plenty of sunny spells.

An amber "be prepared" weather warning, external was in place for 10 hours.
A yellow "be aware" warning, external for wind and snow comes into place at 03:00 on Friday as Storm Eunice arrives.

The 18-year-old victim was punched in the face several times in the assault in the Kuda nightclub at about 00:30 on Wednesday 26 January, according to North Yorkshire Police.
He was treated in hospital following the incident and is undergoing continued treatment to his ear, officers said.
The attacker is described as a white male, about 20 years old and roughly 6ft tall.
He's thought to have been wearing a white t-shirt and blue/grey jeans.

This year's Jane Tomlinson Run for All, external events in Leeds will be a celebration of the positivity the races have brought to the city over the last 15 years, organisers hope.
The first Run for All took place in 2007, just months before Jane Tomlinson - the charity fundraiser who inspired it - lost her life to cancer.
Jane (pictured below) was diagnosed in 2000 and undertook a series of fundraising marathon events and bike rides, personally raising £1.8m for cancer charities.
More than a decade on, her story has inspired a whole series of annual events, with announcements of further races to come later this year.
Jane's widower, Mike Tomlinson, told BBC Radio Leeds: "We are now able to raise more money for lots of charities in a year than we could do in the whole of Jane's life.
"I think it's especially important to raise money for local Leeds charities and West Yorkshire charities - the ones that get overlooked by big national appeals."
This year's Leeds Half Marathon will take place on Sunday 8 May.
The Leeds 10k will be run on Sunday 3 July, following a new route which starts outside the University of Leeds.

Police believe the incident at Beech Road at about 23:00 on Sunday was a "targeted attack."
A spokesperson for the South Yorkshire force said: "One man inside the property received minor injuries."
Temporary Det Insp Lee Szedzielarz said: "We know how worrying these incidents are for the local community and the wider community across Doncaster.
"I want to reassure you that our investigation into what happened is continuing at pace.

Staff at a primary school on the outskirts of Halifax have thanked local people for their support and positivity following a major fire there two weeks ago.
The blaze broke out at Ash Green Community Primary School in Mixenden at about 19:50 on Tuesday 1 February and caused a significant amount of damage to the building.
Assistant head teacher Laura Thompson told BBC Radio Leeds the support from the community has been "overwhelming", with several local companies and organisations offering help.
More than £13,000, external has been raised so far to help get the upper site up and running again.
Halifax Labour MP Holly Lynch said: "Those kids have been through so much disruption in recent months and years.
"We have to think how we can build back better, make use of all this community spirit and find that funding."
It's hoped all pupils will be back on site after the February half-term.
A man has appeared in court, charged with arson and burglary in connection with the blaze.

Prince Andrew must now drop his title as Duke of York because he's caused "deep hurt and embarrassment" to people in the city, an MP has said.
Labour's Rachael Maskell, MP for York Central, has said Prince Andrew must remove his association with the city in light of the settlement in his civil sex case brought by Virginia Giuffre.
Ms Maskell told BBC Radio York: "I would appeal to Andrew to say he could drop that title and request it is no longer used. Perhaps that would be the best way forward."
Her call has been echoed by York's Liberal Democrats.
They say: "Having been stripped of his military roles and royal patronages by the Queen, this should be the end of his direct link with our great city."
Earlier this year Ms Maskell called for a debate on how aristocratic titles using a name from a geographical location are assigned, after saying Prince Andrew's title as Duke of York was "untenable".
A number of homes in parts of Boston and the surrounding area have been without water this morning.
Properties in Kirton, Sutterton, Hubberts Bridge and the surrounding area experienced "very low water pressure or no water" for a time, Anglian Water said.
The provider said it was due to "a pump failure in the area", with all supplies now back on.
The firm has apologised to customers saying it was "really sorry we've inconvenienced you and thanks for your patience".
Customers are warned their water supply may be cloudy or discoloured for a time after being restored and advised people to run taps for a few minutes to clear it.

Flamborough Head and Bempton Cliffs has been named "Site of the Year" by readers of Birdwatch magazine in its annual awards.
The stretch of East Yorkshire coastline was described as a "worthy winner", offering "great sea-watching and spectacular visible migration" in the Birders' Choice Awards for 2021.
RSPB Bempton Cliffs site manager Dave O’Hara said: "This stunning stretch of the Yorkshire coastline attracts a broad range of seabirds and migrants and is extremely popular with the birding community.
"The headland and cliffs are designated a Special Protection Area and Site of Special Scientific Interest, which highlights the importance of the seabird colony and its kittiwake population, in particular."
Storms which are set to bring disruptive winds of up to 90mph to the north of England, including parts of Yorkshire, are now expected to hit earlier than first expected.
Both the Met Office's amber "be prepared", external and yellow "be aware", external warnings for what's called Storm Dudley potentially affecting Yorkshire now come into force from 14:00 on Wednesday.

Power firms said they were prepared after previous storms such as Arwen, Malik and Corrie caused days of problems with the electricity supply in affected areas.
Northern Powergrid said there was a "relatively high likelihood that there will be some disruption to power supplies" but it was "ready to respond".
A spokesman said wind speeds were forecast to be 60-70mph generally, with potential gusts of up to 90mph in exposed areas.
Some train services between Leeds and London, external have already been cancelled due to wind damage to overhead lines, operator LNER said.
Meanwhile the Humber Bridge is closed to high-sided vehicles and vulnerable vehicles, external due to strong winds, according to National Highways.
Drivers are being advised to find alternative routes.
Major disruption is currently affecting train services from West Yorkshire to South Yorkshire due to damage to overhead electric wires from strong winds, operator LNER has said.
The damage to wires between Leeds and Wakefield Westgate is affecting trains between Leeds and Doncaster/Sheffield via Wakefield Westgate.
LNER says journeys are likely to be delayed, diverted or cancelled until approximately 14:00.

An amber "be prepared" wind warning, external is in place for parts of Yorkshire from 16:00 on Wednesday until midnight because of Storm Dudley.
The Met Office has also issued a yellow "be aware" wind warning, external from Thursday afternoon into Friday as Dudley departs but Storm Eunice is set to arrive.
All lanes have now reopened on the A64 at Fulford in York following a collision between two vehicles earlier.
The incident on the eastbound carriageway happened just before 07:00 on Wednesday, with injuries believed to be slight, according to North Yorkshire Police.
The road was blocked and damage was caused to a barrier, police said.
A number of dangerous knives have been seized during raids in Leeds, police say.
The weapons were found as police officers and members of the UK Border Agency visited 20 addresses across the city on Monday.
Five "highly dangerous" knives were surrendered under the new Offensive Weapons Act, West Yorkshire Police said.
An investigation into how the weapons were bought and supplied has since been launched.
Ch Insp James Kitchen said: "We're working with our colleagues in the UK Boarder Agency to identify those who are buying or attempting to buy knives, usually over the internet, which are illegal to own in the UK.
"I want to make it clear to residents that just because a dangerous looking weapon is available to buy on a non-UK website, it doesn’t mean it's legal to import it into the UK, or legal to have in your home."
He added: "The weapons seized today were clearly created to cause serious harm and it is a good thing they are now out of circulation."
