A controversial scheme to use the hard shoulder of motorways in busy times is to be reviewed, the Transport Secretary has confirmed.
Grant Shapps told MPs on the House of Commons Transport Select Committee "people are dying" on smart motorways, but said more detail is required on how safe they are compared to full motorways.

Police in Leicestershire are appealing for information after a 15-week puppy was stolen from a home in Stoney Stanton.
Wilma - a brindled French bulldog with white chest fur - was taken when a property on Station Road was burgled between 15:45 and 17:45 yesterday, a force spokesman said.
Leicestershire Police said a set of car keys was also stolen when Wilma was taken.

A man who was found by police after sustaining a hand wound in an attack has been jailed for five years and six months.
Purminder Rana, 38, attacked his victim in the early hours of 23 December 2017 in Leicester with a glass object, causing facial injuries.
After reviewing CCTV footage, police established Rana, of Station Lane, Scraptoft, had hit the victim with such force, it was inevitable he would have sustained cuts to his hand.
Police picked Rana up at Leicester Royal Infirmary, where he had gone for treatment, and arrested him.
Det Con Simon Newcombe said: "My suspicions arose around Rana given his injury and that he matched a description given for the suspect.
"It was a matter of piecing together the information we had that current time and being in the right place at the right time."
Rana pleaded guilty to grievous bodily harm with intent on 1 October, and was sentenced at Leicester Crown Court on Tuesday.

An investigation into human bones being found at a building site in Melton Mowbray is still "very much ongoing", police say.
Leicestershire Police were called at about 15:30 last Thursday to reports of human remains being discovered during the demolition of buildings.
The force said a scene preservation area on the site off Scalford Road had now been removed.
Det Insp Tim Lindley said they were looking at how long the bones had been in the ground and the find did not currently link to any other ongoing investigation.
"This continues to be a lengthy process which includes specialist forensic examination of what we have recovered," he said.

The Derbyshire-based maker of Christmas puddings, Matthew Walker, has been sold.
The company, which has been making puddings of all varieties in Heanor since 1899, has been bought by Valeo Foods Group, based in Dublin, for almost £70m.
Matthew Walker makes more than 26m puddings a year, and supplies most of the UK's major retailers.

Officers investigating the theft of fuel, estimated by police to be worth £700, from a service station in Derbyshire have asked for help to find this man.
Derbyshire Police said he was a passenger in a HGV which pulled up to Markham Vale services near Chesterfield at 13:45 on 14 October.
The force said the man went into the shop to hand over a fuel card as security while the driver filled up. But the HGV then drove off without paying and the card was found to have expired.
Police have asked witnesses or anyone with any information to call 101.

A grim October morning amid the never-ending Brexit saga may not seem the most natural time to tot up the nation's levels of goodwill, but the Office of National Statistics (ONS) has released its figures for happiness, external across the country.
In the East Midlands, North East Derbyshire (illustrated by Ashover's All Saints Church below) and North West Leicestershire come out as the cheeriest regions, scoring 7.87 and 7.86 out of 10 respectively, with Bolsover, Rutland and South Derbyshire not far behind.
Mansfield (7.32) ranked as the least happy, and the local authority area with the lowest levels of life satisfaction, while Melton Mowbray scored as the most anxious place in the East Midlands.
Across the UK, the Ribble Valley in Lancashire (8.30) counted as the most happy, with Surrey Heath (6.71) the most miserable.
This year's figures don't represent a major statistical change for the East Midlands, the ONS said, which is possibly good news if you're the glass-half-full type.

A new £17m custody suite will be built on the site of a disused gasworks in Nottingham.
Nottinghamshire Police said the site in Radford Road will eventually replace the current custody suite at Bridewell after city council planners gave it the go-ahead.
The complex with 50 cells is due to be operational by March 2021.
Police and Crime Commissioner Paddy Tipping said: "The current building cannot be brought up to modern standards and will eventually not comply with national guidance around health and safety.
"This new build will not only develop the gasworks site, which has remained empty for many years, but will also provide some local employment opportunities too."

Derbyshire Rural Crime Team has appealed to the thief who stole two 1958 Massey Fergusons, external to "clear their conscience" and return them.
A red MF35 and a grey MF TE20 was taken over the last week from the Great Hucklow/Bradwell area.
The team wrote: "Dear Thief, If you are reading this, your conscience can be at least partially cleared if these irreplaceable items are returned."
A red MF65 also has had most of its body parts and some engine parts stolen and a number of other MFs have been similarly attacked.
The police said the thieves "clearly knew what they were after".

A man, from Nottinghamshire, has been sentenced after pleading guilty to upskirting.
Upskirting, which is the act of secretly taking a photo or filming under an individual’s skirt without their permission, was criminalised in England and Wales in April.
Philip Davis, of Peregrine Gardens, Clipstone, admitted three charges of recording images under clothing to observe another without consent at Mansfield Magistrates’ Court on 17 October.
The 61-year-old used his phone to record videos underneath women's clothes on all three occasions, police said.
He was sentenced to carry out a community order and rehabilitation activity as well as a curfew with an electronic tag. He's been placed on the sex offenders register for five years.
