A review into the involvement of professionals in the case of a baby boy with "serious and life-threatening head injuries" has said agencies should be more curious about the partners of vulnerable women, especially when children are involved.
A serious case review into the care of "Child C" said medics thought the 11-month-old was "unlikely to survive" when he was taken to A&E in March 2019.
The child’s mum "offered no plausible explanation" for the injuries which doctors judged to be ‘non-accidental’.
A police investigation was initiated but concluded with "insufficient evidence to pursue charges or prosecutions".
The investigation found the most likely cause of Child C’s injuries to be "spontaneous assault" but officers involved said it was not possible to "confirm whether the mother or her partner were responsible for the injuries".
The boy has since made a "remarkable recovery" and is said to be "making good progress" according to a report published by the Safeguarding Children Board Leicestershire and Rutland.
The serious case review said Leicestershire County Council children’s social care had been involved with the youngster since birth due to concerns about his mum’s "parenting capacity".
The review also recommended agencies should "raise the profile about support and guidance available for young and first-time parents about managing crying babies".

A pub has been issued with an improvement notice due to lack of social distancing, noise and the "unacceptable behaviour" of some customers, a council has said.
Newark and Sherwood District Council said its officers and Nottinghamshire Police took part in a "night of action", monitoring off-licences and pubs in Ollerton, Edwinstowe, Walesby and Wellow on 18 September.
The authority said the Black Swan, in Edwinstowe, was warned following a visit.
The pub was not fined, but could face future prosecution if an improvement plan is not put in place, it added.
The Black Swan has been approached for comment.
Another pub in the area was advised about improving social distancing between tables as "a number of customers were closer together than they should have been".
The authority added most of the 10 off-licences visited complied with social distancing and operated a track and test system.

Chesterfield are considering the possibility of screening their home matches inside hospitality areas at the Technique Stadium.
However, the club says the curtains would need to be closed to comply with rules preventing fans attending National League fixtures.
Away games are already due to be shown on big screens in the stadium's hospitality areas with food served to tables to generate revenue.
Now the club is considering doing the same for home fixtures - with curtains closed to stop people being able to view the action taking place out on the pitch.
It says it is waiting to hear back from the local Safety Advisory Group on whether it can proceed with the plan.
He says only 30 were expected in the marquee and voluntarily shut it down when hundreds arrived.

Four staff members at De Montfort University have tested positive for coronavirus, it has been confirmed.
The departments affected have not been revealed but the university said "enhanced cleaning" of relevant areas had been carried out.
A spokesman added: "At the appropriate time and in accordance with guidance, we will invite the students back on campus to resume teaching.
"We have put in place a wide range of precautionary measures on our campus, including sanitisation points, a bespoke contact tracing system, clear signage promoting social distancing and enhanced cleaning schedules."
There are no reported cases involving students.

A man has admitted threatening police officers and a council worker with an axe and a chainsaw.
Nottinghamshire Police said they went to a house in Chestnut Grove, Mansfield Woodhouse, on Sunday after a report a man was playing loud music and threatening to damage property.
Police said the axe and chainsaw were "put through" the closed front door to threaten the officers and council worker when they arrived.
A 51-year-old man, of the same address, appeared at Nottingham Magistrates' Court yesterday where he pleaded guilty to assault of an emergency worker, affray and criminal damage.
He has been released on bail and is due to be sentenced at the same court on 13 November.
Joanne Chiswell admitted defrauding her 68-year-old mother out of about £90,000 over three years.

An 18-year-old man has been charged after a man was attacked during a party in Witherley.
Police were called to a property on Hunt Lane at 23:15 on Friday where they found a 20-year-old man with "serious head injuries".
He was taken to hospital where he remains in a critical condition.
The man, from Nuneaton, was arrested on Sunday and later charged with Section 18 causing grievous bodily harm.
Leicestershire Police said he has been remanded in custody to appear at Leicester Magistrates' Court later.
A 17-year-old and a 21-year-old, who were also arrested, have been released with no further action.

A pub in Leicestershire has been fined after hosting a "large gathering" in breach of coronavirus rules.
Leicestershire Police said The Gate Hangs Well in Fosse Way, Syston, was visited by officers on Friday after reports of crowds gathering there.
In a tweet, Charnwood Police said: "Very large gathering of people found in the grounds of a public house in the borough in clear breach of several COVID-19 restrictions... fine has been issued which could be up to £10k."
Police confirmed the gathering was dispersed and the premises owner was issued with a fixed penalty notice "for the offence of organising or facilitating an organised gathering under the Health Protection Regulations".
A force spokeswoman added inquiries were ongoing.
The pub's owner Everards said: "It is very disappointing that one business owner has held an event which has not followed the guidelines and we are currently investigating the matter, co-operating fully with Charnwood Police and the local licensing authority.
"It is most certainly not a reflection on our position nor that of other Everards pubs."

A Conservative MP has told students to "defy the government" if it tells them they cannot go home for Christmas.
Pauline Latham was speaking during a House of Commons debate and is supporting a bid to give MPs more say on coronavirus rules.
The MP for Mid Derbyshire said she feels Parliament is not currently being allowed to decide if government decisions on restrictions are being made "correctly".
She added: "To be told [students] cannot go and see their own family at Christmas, probably, is outrageous.
"And I would say to those students probably defy what government says, go home and see your family."
Although the health secretary has previously refused to rule out a ban on students going home for Christmas, the prime minister's spokesman said they "expect" they will be able to do so.

Two people have been taken to hospital after a crash in Birstall.
Leicestershire Police said officers were called to the A6 Loughborough Road at 17:34 yesterday after a crash involving two cars.
Part of the Red Hill Circle was closed for about five hours while police dealt with the scene.
The force had initially released a statement saying a man had been arrested on suspicion of drink-driving, but has now confirmed a man "was tested at the scene and provided a negative breath test".
It said there was "some miscommunication between officers" and apologised "for any distress caused".
