A gathering of students on the University of Nottingham campus on Friday was dispersed by staff, the university has confirmed.
An anonymous student said it was not unusual to see groups of more than six together but described Friday's event as "like a football match".
Officials estimated there were about 20 in the group and said an investigation had been launched.
In a statement, the university said: "Our students commit to a Covid-19 Community Pledge setting out clear expectations on how they should follow all guidance to reduce the spread of Covid-19, and the serious consequences for those who do not obey the rules."
It confirmed it had hired extra security to enforce the rules and extended the student disciplinary process to encompass public health protection issues.
A number of students are quarantining after positive Covid tests but no entire accommodation blocks have been shut down.
