  7. Mother 'unable to pay bills' after son's transport stoppedpublished at 16:12 Greenwich Mean Time 3 December 2020

    BBC News

A council has apologised to a mother and agreed to pay her more than £8,000 after it stopped funding her autistic son's school transport.

The Local Government and Social Care Ombudsman said the mother had received free taxis to take her son - who has autism, attention deficit hyperactivity disorder (ADHD) and oppositional defiant disorder (ODD) - to school but this was stopped by Nottingham City Council when the family moved house.

The council's decision was taken "without taking proper account of his mobility problems or his special needs", the ombudsman found.

Local Government and Social Care Ombudsman Michael King said: "It [the council] did not properly question whether the boy could walk or get to school using public transport, despite strong evidence suggesting this was not possible because of his behavioural difficulties and physical problems.

"This has caused serious distress and hardship to the family and is likely to have significantly affected the boy's education and his personal development."

The ombudsman said the mother spent £1,511 getting her son to school, leaving her unable to pay her bills.

The council said it accepts the ombudsman's findings and apologised to the family.

The authority agreed to reimburse the costs the mother incurred paying for her son's transport, £300 for the time she spent making her complaint and a further £1,000 "to reflect the distress and difficulty the family faced".

In addition, the council will also pay the mother £5,500 in acknowledgement of the impact of the son's lost schooling, which the ombudsman estimated was 11 months over an 18-month period.

"We hope that our apology and reimbursement of these expenses will help compensate the family for this," council leader David Mellen said.

The man has since been discharged from hospital. The junction where the crash took place remains closed.

Det Insp Gayle Hart: "It appears a man has been stabbed before having his off-road bike taken from him which has subsequently been involved in a collision.

"We believe this was originally a targeted attack and are glad that no members of the public were injured as a result of the later collision."

  10. Doorstep Covid testing to resume in Leicesterpublished at 13:49 Greenwich Mean Time 3 December 2020

    BBC News

Doorstep coronavirus testing has started again in Leicester in an effort to reduce the city's rate of infection.

Council staff are going house-to-house in areas with higher levels of infection like Braunstone, Hamilton, St Peters and St Matthews.

Residents will be asked to take a swab test even if they don’t have any symptoms.

Leicester City Council is hoping to deliver and process 500 of these tests every day.

The authority said a previous testing scheme helped bring down the infection rate to 25 per 100,000 in August.

City Mayor Peter Soulsby said: "While we wait for the go-ahead from the government to roll out the new, quicker lateral flow tests, it's vital that we crack on using whatever means we have at our disposal."

Leicester's director of public health, Professor Ivan Browne, said: "The good news is that overall numbers are coming down, but we remain very concerned about the infection rate in Leicester – and no-one must think the development of a vaccine means they can be less vigilant."

    BBC News

Rolls-Royce has said it plans to transfer its Hucknall plant to its subsidiary company ITP Aero, external.

The change for the facility, which produces a range of aero-engine parts, forms part of a major restructuring of the firm's civil aerospace business.

Rolls-Royce said ITP Aero was among a number of assets it was considering selling to help it generate proceeds of £2bn to strengthen its balance sheet.

The firm said it was also proposing to end the manufacture of aero-engine shafts at its Inchinnan plant in Scotland so it could "consolidate" production of the part in Derby.

Chris Cholerton, the company's head of civil aerospace, said: "The pandemic has created a once-in-a-generation shock to the whole of commercial aviation and it is going to take years to recover.

“The proposals we are laying out today will provide an opportunity for our workforce in Hucknall to benefit from being part of an enlarged global aerospace leader that can compete for business with other engine manufacturers."

Rolls-Royce added any job losses resulting from the shake-up were included within the figure of at least 9,000 across the company, which was announced in May.
