Nigel Land (pictured) is campaigning to stop North Lincolnshire Council allowing building work on land known locally as Top Field on the outskirts of Barton-upon-Humber.
The council wants to allow the building of 70 homes, a supermarket and a new pub which they say will create jobs and boost the local economy.
Local campaigners disagree and have started a petition which has 500 signatures.

We've just had these pictures sent in by the RSPCA - showing a badger that took a dive into an unfinished swimming pool at the weekend.
It was at Amber Hill near Boston on Sunday.
RSPCA inspector Becky Harper tried to catch it, but ended up building a ladder from old pallets and garden trellis so it could climb out itself.

Lincoln City's manager dedicated the win at York last night to more than 1,000 Imps fans who made the trip to watch the game.
The Imps eased to a 4-1 victory at Bootham Crescent in the National League last night.
It sees them move to within four points of the leaders Forest Green Rovers with a game in hand.
Imps manager Danny Cowley said: "We know how hard it is for people to work all day and then make the effort to travel this far to the game."

A Gainsborough grammar school has asked parents to help cover their costs - claiming government funding is not enough.
Queen Elizabeth High School sent letters to parents explaining it was struggling to cover the costs of the curriculum.
The school said this was having an impact on children's learning - but headteacher David Allsopp says children will not be treated differently if parents don't pay.
But the idea has been criticised by the teachers union the NASUWT, which says sending "begging" letters to parents is not acceptable.
