    A new Conservative councillor has been elected following a by-election in Bromley.

    Tory councillor David Wibberley stood down after just six months earlier this year triggering an election in his ward of Kelsey and Eden Park.

    The former councillor was forced to resign following a job relocation.

    Voters headed to polling stations yesterday.

    Christine Harris, Conservative, won the election with 1,626 votes, besting Labour’s Marie Elizabeth Bardsley who received 1,046.

    Julie Ireland, Liberal Democrats, came third with 633, followed by UKIP candidate Graham Reakes and the Green Party’s Paul Enock.

    The turnout for the election was 29.17%.

    West Ham manager Manuel Pellegrini has warned teenager Reece Oxford he may not have a future with the club.

    Oxford became West Ham's youngest Premier League player when he impressed aged only 16 against Arsenal in 2015.

    The 19-year-old is under contract until 2021 but has since played on loan at Reading and Borussia Monchengladbach.

    "A player who is 19 or 20 must be ready to play in the first team," said Pellegrini. "If you don't have the space you must go to another club."

    Oxford is part of West Ham's Under-21 squad this season but his last appearance for the first team was in the Europa League in August 2016.

    The Metropolitan Police is considering deploying armed officers on foot patrols to prevent violence in areas "where gang activity is likely".

    Met Commissioner Cressida Dick told a hearing the move would only be used in "extreme circumstances".

    In a memo seen by the BBC, she said the measure would only be used for "short periods of time".

    The Met said armed patrols would not be "routine", but a Labour peer warned they would be "seen as provocative".

    A Lewisham councillor has claimed he and colleagues are being “warned” by council staff to vote in line with their recommendations ahead of public planning meetings.

    Lewisham Council holds public meetings where decisions on planning applications are made.

    Council staff prepare reports in which they set out whether an application breaches planning standards, with a recommendation on whether it should be approved.

    They also attend the meetings to answer councillors’ questions about the applications.

    Speaking at a full council meeting, Cllr Liam Curran, who sits on the council’s main planning committee, said councillors had been “warned” against deviating from council officer recommendations.

    Mr Curran asked whether this could be looked into as part of the council’s democracy review – work a group of councillors is undertaking to enhance transparency, openness and increase public involvement in council decisions.

    “This question is to highlight the key and vital role of backbench councillors on planning committees and to challenge the fact that at planning committee, councillors are warned against voting against officer recommendations on the committees,”

    Cllr Curran said. “There is no point in councillors being on the committee if they cannot adjudicate on councillor recommendations, and from time to time might find they have made mistakes.

    “Planning like law can go either way and councillors can decide which way – that is their role.

    “Will mayor and cabinet consider this as part of the democracy review to ensure councillors aren’t put into this position?” he asked.

    Lewisham Mayor Damien Egan said councillors did not have to agree with council staff’s recommendations.

    Millions of commuters will have to pay an average of 3.1% more for rail tickets from 2 January.

    It is the largest increase since January 2013, according to Office of Rail and Road data, and is more than the 2.9% rise for this year.

    About 40% of fares, including season tickets, will be affected.

    The rise, announced by industry body the Rail Delivery Group, comes after a year of timetable chaos, strikes, and delays on some parts of the network.

    But London Mayor Sadiq Khan has confirmed Transport for London fares will be frozen for 2019.

    Free charging points for electric cars are to be rolled out at hundreds of Tesco stores from next year, the supermarket has announced.

    Tesco, the largest supermarket chain in the UK, will work with Volkswagen to develop more than 2,400 electric vehicle (EV) charging points by 2020.

    A standard 7kW charger will be free and a faster charge - 50kW - will be available for a cost, and customers would be able to charge their cars while they shop.

    London-based Pod Point will install the charging points, with the length of time needed to fully charge a vehicle depending on the battery and the car.
