Plans to abolish all top-level councils in Nottinghamshire have moved to the next phase.
Conservative-led Nottinghamshire County Council will now write to the government, asking for an invitation to progress with its plans.
The scheme, put forward by the authority, would see all the councils outside the city scrapped, and replaced with one super council, representing around 828,000 people.
Nottingham City Council has previously said it will put forward its own, rival proposal, which would see it expand into Rushcliffe, Gedling and Broxtowe.
Supporters of the county council’s plan today said it was the only way to bridge the gaps in council finances after years of Government cuts and now financial pressure following the coronavirus outbreak.
Opponents said it could "spell the end of the historic county of Nottinghamshire".

A curfew is in place at all Oadby and Wigston play parks in an attempt to bring the area’s coronavirus infection rate down.
Oadby and Wigston Borough Council’s leader John Boyce said the council had taken the "difficult decision" to place an overnight curfew on all parks, which will start tomorrow, between 17:00 and 7:00 for the next few weeks.
Mr Boyce said he has "encouraged" residents to follow the Leicester City local restrictions after the borough’s rates rose "sharply".
He added: “The Borough of Oadby and Wigston is now at a pivotal point in how we move forward to fend off a second wave of coronavirus after rates have risen exceptionally sharply.
“The current outbreak of Covid-19 is not down to one factor or organisation.
"This outbreak is across all communities and age groups and not down to a single cause."

People in Leicester have been warned to be on their guard against cold callers offering bogus or substandard services.
The city council said one resident was recently tricked into paying a £400 deposit to receive a "free" boiler but the trader gave a false address and website, leaving the customer unable to get a refund.
A number of people in the Beaumont Leys and Anstey Heights areas have also complained about cold callers offering roofing services door-to-door.
In cases where work has been carried out, it has been to a poor standard and described as dangerous by subsequent workers who carried out work to put it right.
Paperwork does not comply with the law and no address of the trader has been provided, the council added.
The council's trading standards service manager Ron Ruddock said: "We would urge people not to do business with anyone who approaches you at the door or in the street."

Police aiming to stop kerb-crawling in Leicester said a weekend patrol saw 10 people arrested for soliciting for sex.
The patrols are part of Operation Flatten, which is Leicestershire Police's scheme to gather information on people frequenting De Montfort Street and to prevent people involved in street prostitution from being sexually exploited.
While carrying out the operation, officers also apprehended a number of suspects for other offences, including a 36-year-old man arrested after it was found he was to be recalled to prison and a 32-year-old man arrested for kerb-crawling also being charged with drink-driving.
Sgt Amanda Boswell, who leads Leicester's team dealing with sex workers, said the patrols allow officers to build a picture of people who "pose a continued risk".

The rise of online shopping is leading to an increase in freight traffic at East Midlands Airport, according to the transport hub's bosses.
While the number of passenger planes plummeted as a result of the coronavirus pandemic, the increase in internet customers ordering items in lockdown led to a rise in air cargo compared to last year.
Though July and August are normally quieter months for air cargo, East Midlands Airport saw an increase of 21.2% and 18.5% respectively compared to the same period in 2019, with 60 additional flights between the hub and the US taking place over the summer.
Among the additional items arriving at the airport have been masks and other personal protective equipment (PPE) helping in the fight to contain the pandemic.
Quote MessageThe last few months have seen a seismic shift in the way we live our lives. While much has been made of the changes to the way people travel, behind the scenes our airports have been leading the charge in helping the logistics sector adapt to rising demand for dedicated air cargo and changes in the way goods are transported."

Two mothers from Nottinghamshire have found using a Scottish postcode has helped them to get Covid-19 tests quicker for their children.
Tina Eaton, from Beeston, struggled to get a test for her son until she decided to drive to the Motorpoint car park test centre in Nottingham.
She said: "I found stories online of people just turning up and I thought, 'What have I got to lose?'
"The guys on the gate asked for a QR code and when I said I couldn't get through they said pull over and type in a Scottish postcode and that will give you a QR code.
"I was quite panicky because I didn't want to take somebody else's slot in Scotland but they said it was fine."
Another mother, Sara, said her two daughters developed coughs over the weekend but they couldn't go to school until they had a negative Covid-19 test.
She had a similar experience and was tipped off by staff at the test centre to use a Scottish postcode.
"I felt like it was a bit wrong because I would be taking a test opportunity from someone else but I got a QR code for Glasgow and sure enough they let me in," she said.
A Department of Health and Social Care spokesperson said the testing system's "capacity is the highest it has ever been" but they are seeing a "significant demand for tests" including from people who do not have symptoms.
Health Secretary Matt Hancock admitted it might be weeks before problems are resolved and priority is being given to hospitals and care homes.

The University of Nottingham is designing its own testing system for coronavirus to find any cases among staff and students where no symptoms are shown.
The Asymptomatic Testing Service is "designed to be complementary to the national testing strategy", the university says, and any positive cases will be confirmed with official government tests linked to NHS Test and Trace.
It comes after two successful pilot schemes were run by the institution over the last six months, with the university also working with local NHS trusts and other bodies to stop the spread of the virus on campus.
As well as the Asymptomatic Testing Service, two walk-in test centres will be based at the university's Jubilee and University Park campuses, and support packages will be made available to self-isolating students.
Quote MessageCurrently, Covid-19 testing focuses on people who exhibit symptoms. However, we know that significant numbers of infected people, especially the young, are asymptomatic yet can potentially spread virus to others. The type of surveillance and enhanced testing that we are about to embark upon will reduce potential spread and help keep our university and the wider community safe."

Travel firm Thomas Cook has relaunched today as a travel website - almost a year after the company's collapse.
Thomas Cook founded his travel company in Leicestershire and ran his first excursion from Leicester to Loughborough in 1841.
The company collapsed last September under £1.7bn of debt, and more than 150,000 stranded holidaymakers had to be brought home.
The reinvented firm will be online only without aircraft, hotels or shops.
Fosun Tourism Group, a Chinese firm, paid £11m for the Thomas Cook trademarks, websites and social media accounts.
Former flight attendant Grace Fletcher said she and her former colleagues have watched the relaunch of Thomas Cook with great interest and were sad to learn there would be no planes and flight staff.
After the collapse, the company had a huge collection of thousands of items including early advertising posters, board games, staff uniforms and 60,000 photographs.
This entire archive - described as "internationally significant" - has been given to the Record Office for Leicestershire, Leicester and Rutland.
The district has a seven-day infection rate of 133.3 per 100,000, the second highest in England.
