Sir Tom had been suffering with pneumonia and tested positive for Covid last week.
Deputy leader of Nottingham City Council, Sally Longford, said: “We wanted to pay our own small tribute to him in Nottingham and our thoughts are very much with his family and friends at this time."

Five families in Nottingham have been evacuated from their homes after heavy rain saw a 70ft wall collapse into gardens in the early hours of this morning.
Nottinghamshire Police said they were called to Spalding Road and Windmill Lane at about 01:00 after reports of a landslide, with "distressed" residents woken by the noise of falling bricks and rubble.
Officers found some of the homes had suffered "severe damage", including flooded bathrooms and kitchens, but no injuries have been reported.
Neighbours took in the families while the damage was assessed, a force spokesman said, and the roads were closed while the scene was secured.
Police say Paul Lilliman attacked the woman, injured another man and threw a toilet at a door.

A care home owned by Leicestershire County Care Ltd will remain in special measures after receiving an inadequate rating from inspectors.
There was an outbreak of Covid-19 at Curtis Weston House, on Aylestone Lane in Wigston, when the Care Quality Commission (CQC) inspected.
The CQC's report , externaldoes not state how many of the 27 residents tested positive during the outbreak in November but said there were “multiple failings” that increased the transmission risk of Covid-19 and placed people at “increased risk of harm”.
The bedroom door of a person with Covid-19 was left open, deep cleans did not take place often enough and staff did not change their masks regularly, inspectors found.
Leicestershire County Care Ltd has been asked for a comment.
It's a warmer start for much of the region today with temperatures set to reach about 9C in some areas.
