Research by BBC Suffolk has also found that 70% of the 368 councillors at county and district level the county are white men, despite there being a slightly higher proportion of women in the population.
The figures reveal the lack of diversity of those making the decisions, which can effect everything from our education, rubbish collecting to highways.
The Conservative leader of Suffolk County Council, Colin Noble (pictured), said: "You have to recognise the fact, that for some reason, more women don't get involved and people from a BME background are not getting involved.
"So I think there's a lot more to do and we have to be very pro-active, because I want all of our councils to represent our communities and you do that by having the right cross-section of people in them."
