Mr Mackay says the government is delivering stability for the economy and stimulating growth.
The finance secretary says he may have to do a briefing for the Conservatives to explain discretionary spend.
He says opposition to this budget means opposing investment into public services.
The finance secretary says the Tories are for tax rises for the poor.
Mr Mackay says the Scottish Conservatives are Robin Hood in reverse.
He concludes saying he is very proud of this budget.

Mr Mackay says there is now an extra £900m for our public services.
Labour MSP Anas Sarwar says the SNP used to support the 50p tax band.
Mr Sarwar asks why is he only a unionist when it comes to Tory tax policy.
The problem is the Labour party believe their own rhetoric.
Mr Mackay says he tried to explain the block grant adjustment to members of the Labour party on the committee.
The minister confirms the 50p tax band remains under review.
