    Mr Fraser says the Scottish budget has risen with half a billion pounds more to spend than in the current year.

    The Scottish Conservative finance spokesperson say Mr Mackay is also lucky as he has greater tax powers than any finance secretary since devolution.

    He says the budget has weak measures and it reinforces reductions to colleges

    Mr Fraser says the budget make Scotland the highest taxed part of the UK.

    Mr Crawford says it was disappointing the chief secretary to the Treasury did not give evidence as part of the budget process.

    Scotland faces "a much higher level of uncertainty and volatility" in its budgets due to new powers and Brexit, Holyrood's finance committee said last week.

    The group published its report on the government's draft budget, external, which marks the first use of new tax powers.

    Members said new powers combined with economic uncertainty caused by Brexit meant it was "critical" there was "complete transparency" over budgets.
