    SNP MSP Ash Denham says that the Scottish government is addressing "real problems faced by real people" through such measures as increasing childcare; saying that the "leap forward in hours" will benefit children, working parents and those seeking to set up a businesses or get further education. 

    She goes on to praise the government for maintaining education as a top priority.

    Conservative MSP Liz Smith says that it is not right at all for the Scottish government to claim that it is protecting university budgets when central funding has been "constantly falling". 

    She says that the fact that Scottish universities are able to charge higher fees for rest of the UK students and are able to make up the financial shortfall on their own, does not mean the government is protecting funding.

    Ms Smith says the sector is badly underfunded at the moment, and says that until the government realises this there will be a "bad hit" on Scotland's ability to maintain academic excellence.

    SNP MSP Kate Forbes says that although parties put different manifestos to the people of Scotland, MSPs have one job to do - to govern at all times for the people of this country.

    "The single most important function is to pass this budget" she says.

    It is a "mark of maturity" in how MSPs choose to engage with the process, saying that this has been "distinctly lacking" so far. 

    The budget process offered an opportunity for a party to actually achieve something, she says; adding that Labour and the Tories have missed this opportunity due to "apathy".

    The Lib Dems had asked for up to £400m in spending commitments for mental health, education, policing and transport, but later indicated that "the distance is too great" between the parties.

    Leader Willie Rennie said: "Despite making considerable effort to engage in constructive talks with the Scottish government we are firm that if we do not see the changes we believe the country needs then we will vote against the budget.

    "Brexit, slipping educational performance and the weakness in the economy shows the need for more action not less. That's why the government needs to change."

    Mr Rennie says Derek Mackay has had a much tougher task than the former finance secretary and "I think he has done pretty well".

    He says the discussions between him and Mr Mackay were constructive and he says he has outshone Mr Swinney.
