MSPs applaud Gillian Martin after her Seat Belts on School Transport (Scotland) Bill, external is passed.
MSPs unanimously pass the Seat Belts on School Transport (Scotland) Bill, external.
SNP MSP Gilliam Martin, who brought the Bill forward, says "for me it has been a very special afternoon."
She says: "If the bus companies don't want to spend the money they really need to look at themselves."
Tory MSP Edward Mountain asks if Mr Yousaf will join the Lib Dems and the Tories that there is a moral obligation on bus companies to bring forward implementing seatbelts if they can.
The transport minister agrees on the moral obligation and says contractors and local authorities could get together.
Scottish Government Minister for Transport and the Islands Humza Yousaf "There can be no greater responsibility for any government than the safety of our citizens and more acutely the safety of our children."

Conservative MSP Peter Chapman says "older pupils in particular are cynical about wearing seat belts.
"We hope that common sense will prevail and the wearing of seat belts will eventually become second nature."

Deputy Presiding Officer Linda Fabiani calls Peter Grant by accident and says "I'm now marrying Peter Chapman to Rhoda Grant."
Mr Chapman quite pithily says: "There's enough scandals already presiding officer."
Labour MSP Rhoda Grant calls on the Scottish government to continue to pressure the UK government into changing the law on enforcing the wearing of seat belts.
Ms Grant says: "We only have the power of persuasion".

SNP MSP Gail Ross says "We need to get children into the habit of wearing seatbelts.
"They need to know that being safe is cool."
Lib Dem MSP Mike Rumbles
Lib Dem MSP Mike Rumbles says this Bill is necessary because five councils will not have seat belts until 2021, due to the exemption.
Mr Rumbles says: "This is only what I can call a very poor show from those five councils."
He says to those five councils don't wait until the law forces you to put the seatbelts in school transport as this is about children's safety.
Mr Rumbles says the bus companies must do the right thing and act now.
Green MSP John Finnie
Green MSP John Finnie says that adults need to lead by example, and that "I was surprised recently to be on a bus and find I was the only one wearing a seatbelt".
Labour MSP Daniel Johnson says: "Often we change the law in response to tragic events and I think it's good that we're doing this to try and stop something like that."
Deputy Presiding Officer Linda Fabiani stops Labour MSP Daniel Johnson's speech to take issue with the empty front seats.
She says "It is not acceptable for a front bench to be empty when someone is making a speech.
"Could I ask that someone from the SNP sorts this immediately."
Tory MSP Edward Mountain
Tory MSP Edward Mountain says he when this Bill first came forward he was rather shocked that this law did not already exists.
Mr Mountain congratulates Ms Martin and says he welcomes the minister's pledge to urge buses to have seatbelts fitted as soon as possible.
He says he was against the amendment providing an exception to be made to the original date of implementation.
Mr Mountain says it is morally unacceptable for some bus companies, the day before Royal Assent for the Bill, not to have fitted seat belts.
He says he is deeply saddened some secondary school pupils will not have the option for a seat belt until 2021.
