    The science shows Scotland will have used its entire carbon budget for 2C in the next ten years and there would be no turning back from that, he warns.

    "This crisis demands political-risk taking, however uncomfortable it may feel."

    Mr Ruskell says he is "saddened and angry" that an opportunity to deliver real change has been passed up, describing the bill as narrow legislation in which big opportunities have been missed.

    Ms Beamish praises the young climate change strikers and all the voices around the world calling on all politicians to do better, specifically the indomitable Greta Thunberg.

    She says the fact is the Scottish government's interim target was not enough and she points out Scottish Labour will consult on its position, following the UK-wide party yesterday committing to net-zero emissions by 2030.

    MSPs will now debate setting more ambitious climate change targets for Scotland, before voting on whether to pass the legislation that will do just that at decision time.

    The Climate Change (Emissions Reduction Targets) (Scotland) Bill, external seeks to set a target of reaching net-zero emissions by 2045.

    During voting on amendments to the bill, MSPs upped an interim goal to cut emissions by 75% by 2030, compared to 1990 levels, ahead of the vote.

    They also agreed to create a climate change citizens assembly.

    MSPs have backed an amendment to the Climate Change (Emissions Reduction Targets) (Scotland) Bill from Labour MSP Claudia Beamish, calling for a new interim target of cutting emissions by 75% by 2030.

    They rejected the more ambitious 80% cut proposed by the Greens.

    An amendment from Green MSP Mark Ruskell, proposing a citizens assembly on climate change, ws however unanimously backed.

    Scotland's current target, set in the Climate Change Act, is to reduce emissions by 80% by 2050 compared with benchmark levels from 1990.

    This bill will set the new target of net-zero by 2045, if passed, as expected, at decision time.

    The signs and impacts of global warming are speeding up, the latest science on climate change, published ahead of key UN talks in New York, says.

    The data, compiled by the World Meteorological Organization (WMO), says the five-year period from 2014 to 2019 is the warmest on record.

    Sea-level rise has accelerated significantly over the same period, as CO2 emissions have hit new highs.

    The WMO says carbon-cutting efforts have to be intensified immediately.

    Review and research programmes will help to identify steps across portfolios she explains.

    MSPs back the amendment unanimously.

    The terms carbon neutral and net-zero are often used interchangeably but there are differences.

    Carbon dioxide (CO2) is the most abundant greenhouse gas but there are others which the Scottish government counts and they are not all carbon-based.

    Therefore, some climate change campaigners prefer the term net-zero as it includes not just CO2 and methane but also nitrous oxide, which is emitted during agricultural and industrial activities as well as from fossil fuels.

    Simply being carbon neutral would not stop global warming because these other gases are also harmful to the atmosphere.

    Perhaps an even better term would be "climate neutral".

    Ms Cunningham confirms her support for all the amendments put forward, bar one which she insists would duplicate measures elsewhere.

    Regarding the comments on the statutory Just Transition Commission, she says a commission already exists and she looks forward to receiving its report.

    Mr Beamish replies that she is "perplexed and bewildered" by this response and hopes the government will reconsider after the Commission's report is published.

    Ms Beamish argues it is "worrying" that this Scottish government will not ensure the Just Transition Commission will last beyond three years and leave it open to political change.

    She criticises the government's refusal to provide a financial resolution for this legislation, explaining this meant she was unable to bring her proposal for a statutory Just Transition Commission to a vote.

    I see the government's rejection of a statutory commission as a fundamental misunderstanding of the concerns of workers, communities and businesses, she states.

    In June we reported the Scottish government had officially missed its target for reducing greenhouse gas emissions.

    Although total emissions fell by 3.3%, Scotland's participation in the EU-wide Emissions Trading System (ETS) means adjusted emissions, used for setting targets, increased by 3.7%.

    It means Scotland has officially reduced its emissions by 39.1% since 1990.

    However, "source emissions", which exclude the ETS, are down 46.8%.
