    Public Finance Minister Kate Forbes says the consequentials will be allocated through the Scottish budget and be "spent wisely".

    Ms Smith asks about staff shortages in key subjects and additional support needs.

    Ms Forbes says the Scottish government does not ringfence funding based on UK government priorities, but suggests the Scottish Tories engage in the budget process.

    She adds school spending per pupil is consistently higher in Scotland that elsewhere in the UK.

    Chancellor Sajid Javid has announced an extra £1.2bn for Scotland in the UK government's spending plans.

    The departmental budgets are for one year, rather than the usual three years, due to uncertainty over the impact of Brexit.

    The chancellor promised he was "turning the page on austerity" as he embarked on a pre-election spending spree.

    But Scotland's finance secretary Derek Mackay said the funding package did not "undo the damage" of austerity.

    Social Security Secretary Shirley-Anne Somerville says people have had the flexibility to decide if the payment is made to their landlord or not.

    Ms Somerville explains this came about from Scottish Choices, when the government listened to those with a lived experience of receiving Universal Credit.

    She says the UK government need to look very urgently at UC although they have spectacularly failed to do so to date.

    The minimum five week wait for the first payment must be addressed, says the minister.

    Legislation which sets in law a target for Scotland to reduce greenhouse gas emissions to net-zero by 2045 reaches its final stage later today.

    The amendment part of the debate kicks off at 2.40pm - with ones on a citizens assembly and a new 2030 interim target of 75% reduction from 1990 levels expected to pass.

    The final part of the debate will begin at 5.10pm and MSPs will vote at 6.10pm.

    The Climate Change Bill will be bookended by social security and finance questions, and a member's debate on product recall.

    The Scottish government has beefed up its target for emissions reduction ahead of a vote on climate change legislation at Holyrood.

    The Climate Change Bill will set in law a target to cut Scottish greenhouse gas emissions to net-zero by 2045.

    Ministers upped an interim goal to cut emissions by 75% by 2030, compared to 1990 levels, ahead of Wednesday's vote.

    They had faced calls from campaigners and opposition parties to do more to tackle the "climate emergency".
