All three mountain roads, Bwlch, Maerdy and Rhigos, remain closed to to weather conditions.
"Please do not attempt to use these routes," said a spokesman for the authority.

Snow is affecting buses and trains
Bus operators Stagecoach Wales have warned passengers that some services are being hit in the south Wales valleys - and to and from Newport. Newport Bus said it was trying to keep all routes running - but warned of delays to services.
Arriva Trains Wales said passengers should check before they travel.

The A470 is shut both ways at Storey Arms. Sennybridge near Brecon has recorded the highest snowfall in the UK on Sunday, with 23cm falling - that's 9in.
