TV and radio presenter Andy Crane looks at whether the government's plans for a wave of Local TV stations could take off after learning lessons from Manchester's defunct Channel M.
He looks ahead to the new stations planned for Liverpool and Manchester, as he finds out what the broadcasters will offer and what viewers in those cities may want to watch.
