The 31-year-old was released by Stevenage at the start of July, having made 58 appearances in two seasons for the club.
Forster-Caskey has signed a one-year deal with the National League club.
Morecambe have signed former Arsenal midfielder Miguel Azeez.
The 22-year-old joins as the Shrimps' 13th signing since Panjab Warriors' takeover of the club last week.
Azeez came through Arsenal's academy and left in 2024, having spells with Spanish side Atletico Balearas and Greek side PAS Giannina before returning to England.
"We've been in a really tough situation and I feel like we all need to start enjoying our football again, including the fans," he said.
