I suggest the background wasn't great and he saw it a little later than he thought. He's held his hands up, but that is a catch which should be taken at any level of the game.
It was Soumya Sarkar who should be out - he clipped one off his pads straight to Moeen Ali at square leg. The ball seemed to be in both of his hands to be honest. Not sure how he spilled that.
