Ospreys flanker Jac Morgan will captain Wales for the first time.
Warren Gatland is looking at captaincy contendors with Six Nations skipper Ken Owens ruled out for at least the early stages of the World Cup.
There are three new caps in the starting XV, with Cardiff props Corey Domachowski and Keiron Assiratti and Gloucester centre Max Llewellyn set to make their debuts.
There could be two more in Taine Plumtree and ex-England prop Henry Thomas who are among the replacements.
Aaron Wainwright will play at number eight with Taulupe Faletau battling a calf injury, while Sam Costelow is named at fly-half alongside his Scarlets half-back partner Gareth Davies.
