Review calls for action on learning disability care

A new review has suggested a learning disabilities Commissioner be appointed to protect the rights of vulnerable patients in England.

Sir Stephen Bubb, who wrote a report into the Winterbourne View scandal, says the system still cannot be trusted to care for people who have learning disabilities.
