Casualty waiting times: Ruth Thorlby on PMQs claims

The prime minister and Ed Miliband clashed at Prime Minister's questions this week over figures for waiting times at casualty departments.

The Labour leader branded it a "crisis", while David Cameron said that after problems earlier in the year the government was now hitting its targets.

Ruth Thorlby, a senior fellow at the Nuffield Trust, has looked at the claims and said the NHS was "under severe pressure", with casualty departments having to treat people while operating with "flat budgets".

Andrew Neil asked her about the relevance of factors including GP contracts, the weather, immigration, and if English and Welsh statistics were comparable.
