Eric Pickles pledges over parking, bins and council tax

The communities secretary was asked about the progress with some of his past pledges over bin collections, easing parking restrictions and council tax levels.

Andrew Neil reminded Eric Pickles about some of his claims over council services in England, as they looked at whether these were brought in.
