Syrian rebels share Houla blame, says Russia

There is evidence of shelling and of people being shot at close range in Houla where 49 children were among at least 108 killed, Russia's foreign minister has said.

Sergei Lavrov said both sides took part in the killings and that the district was controlled by armed militants, but was encircled by government forces.

He said the Syrian regime must stop using heavy weaponry, but the armed opposition should not resort to violence either.
