Migrant crisis to dominate EU summit

The ongoing migrant crisis will dominate discussion when leaders of the 28 member states of the European Union gather in Brussels on Thursday at the start of a two-day summit.

German chancellor Angela Merkel has said that the crisis was a truly "historic test" for Europe.
