A final decision on the future of two Shropshire hospitals is set to be made on 29 January.
A review of services at the Royal Shrewsbury Hospital and Princess Royal Hospital in Telford has recommended a reorganisation to make Shrewsbury the centre for emergency care and Telford a base for planned operations.
Other departments would also change site under the proposals.
The future is due to be decided at a meeting of the joint Clinical Commissioning Groups for Telford and Shrewsbury.

West Mercia Police could ask for an extra £1.2m from tax payers next year to deal with "increased" and "more complex" crime.
The Police and Crime Commissioner for the area, John Campion, says he will consult on the hike, which would see people in Band D properties paying an extra £1.63 a month.
Mr Campion, who has previously announced he is bringing in an extra 115 officers, promised to keep spending under tight control.

The University of Birmingham's athletics club has become the first in the country to be awarded a Gold Standard Charter mark by England Athletics.
The club has produced elite athletes including Commonwealth Games 1,500m finalist Sarah McDonald and operates a highly-rated scholarship programme.
The award also recognises its work with the local community.

A 54-year-old man from Worcester has become one of the first people to be charged under the Assault on Emergency Workers legislation, West Mercia Police says.
He is alleged to have punched two police officers when they were called to a domestic incident yesterday morning. He has also been charged with resisting arrest.
The Assault on Emergency Workers Bill came into force in November 2018, and gives courts the power to double the maximum sentence for an assault to 12 months in prison when an emergency worker is the victim.
