The scheme, given approval earlier this month,, external would have seen the creation of a new car park in Leamington Spa, along with the offices and private housing.
The current Milverton Hill headquarters would be sold to fund the new development.
Leader of the council, Andrew Mobbs, said he had "listened carefully to the concerns and issues raised", and that a final decision on the Covent Garden redevelopment would now not be taken until July 2019 "at the earliest".
The move would save the council over £300,00 a year in running costs, it has said previously.

A man has appeared in court charged with causing death by dangerous driving after an off-duty PCSO was killed when a car police were chasing crashed into hers.
Holly Burke, 28, was pronounced dead at the scene of a crash in Lordswood Road, Bearwood, on Tuesday night.
A vehicle that had been involved in a 15-minute pursuit collided with Ms Burke's car "at speed", police said.
Darren Ogom, 42, of Longdales Road, Kings Norton, appeared at Birmingham Magistrates' Court during a five-minute hearing and spoke only to confirm his name, address, date of birth and nationality.
He was remanded into custody to appear at the city's crown court on 21 February.
Mr Ogom is also charged with driving without a licence and without insurance, and failing to stop for a police officer.

The 23-year-old denies two counts of rape against a woman in April 2017.
A jury was discharged after it failed to reach verdict during a five day trial earlier this month.

A new Olympic-sized swimming pool, currently being built in Coventry, is nearing its first phase of testing, the developers have revealed.
Millions of litres of water are to be poured into the pool at the Alan Higgs Centre to ensure it's watertight.
The 50-metre pool and new fitness suite will operate alongside new indoor and outdoor football pitches at the venue along with an existing four-court sports hall.

A driver has been released under investigation after an eight-year-old boy suffered potentially life-changing injuries when he was hit in a car park.
He was knocked down outside the King's Horse pub in Stafford just before 18:00 on Tuesday.
The boy's condition is now described as stable, Staffordshire Police said.
The woman, aged 32, was arrested on suspicion of a positive breath test.

Staffordshire Police said it received reports about the man who was at Tesco Express on Hartshill Road, Newcastle-under-Lyme, at about 21:40 yesterday.
A short time later CMPG officers stopped a vehicle on Kings Street.
The 30-year-old from Essex was arrested and remains in custody.

The death of a woman, hit by a police car responding to an emergency call in Warwickshire, has been referred to the Independent Office for Police Conduct (IOPC).
She was struck by the marked force vehicle at about midday on Wednesday on Coventry Road, Bedworth.
Officers gave the woman first aid at the scene until paramedics arrived, but she later died in hospital.
A project is being launched in Warwickshire today to try and get as many people as possible signed up as organ donors.
The idea is for the local community to come together to promote, support and save lives through organ donation.
Stratford-upon-Avon is the first town in the UK to do this.
The title of "Donor Town" will then be passed on to another town after 12 months.
