An emergency cabinet meeting, external is to be held by Birmingham councillors on Wednesday to discuss the ongoing dispute by bin workers in the city.
Rubbish can be seen piling up across the city after the latest industrial action by more than 300 workers.
The dispute stems from claims some staff have been "blacklisted" for taking part in industrial action in 2017, when piles of rubbish were left on the streets.
Unite's assistant general secretary Howard Beckett described the action as a "last resort" after talks to resolve the row collapsed last week.
"This industrial action is entirely of Birmingham council's making," he said.
A "reasonable" offer had been made to unions, Birmingham City Council said.

A former Coventry MP who was expelled from the Labour Party for being linked to the former Militant wing of the party said he would "welcome" talks about rejoining the party.
Former Labour MP Dave Nellist, who failed in his bid to rejoin the party in 2016, said he would now "welcome another conversation".
"I think there are a lot of socialists who either left or were expelled over the last 30 years who should have a place alongside Jeremy Corbyn to try to get socialist change," he said.
Mr Nellist was expelled from the party in 1991 for being too left wing and is currently leader of the Trade Union and Socialist Coalition (TUSC).
Reacting to news that Derek Hatton - expelled for his membership of Militant Tendancy 34 years ago - had been readmitted to the party, Mr Nellist said: "Derek's not been politically active much in the last 30 years, so perhaps it's an easier decision for them to make".
At the time of his application a Labour spokeswoman told the BBC: "It is against Labour's rules to be a member of another political party or organisation which has its own programme, principles and policy, or distinctive and separate propaganda, and which is therefore ineligible for affiliation to the party."
