  8. Debenhams: A decade of planning, 18 months of tradingpublished at 12:26 British Summer Time 26 April 2019

    Daniel Wainwright
    BBC News

The arrival of Debenhams in Wolverhampton came after more than a decade of planning.

Now after less than 18 months of trading, it is one of the Debenhams stores earmarked for closure.

    Debenhams

It had been signed as the anchor store of a £300m shopping centre, called Summer Row, in early 2006.

The economic downturn meant the shopping centre did not go ahead and the plug was pulled entirely in 2011.

Yet negotiations carried on and Debenhams instead opened a new store in the existing Mander Centre, following an extensive refurbishment, in October 2017.

    Store opening

For Wolverhampton, it is another blow for a city centre that has been at the mercy of changes in retail all over the country, with the loss of BHS and Woolworths.

  9. Taxi drivers urged to speed up end to go-slow protestspublished at 12:11 British Summer Time 26 April 2019

    Local Democracy Reporting Service

Birmingham’s Clean Air Zone boss has urged taxi drivers to stop "punishing" the public with go-slow protests.

    Taxi protest

Under proposals, drivers of high-polluting cars will have to pay £8 to travel in the city centre from 2020.

In response, black cab drivers are gearing up for another demonstration over fears new charges - or costs to upgrade vehicles to lessen them - are unaffordable and could force many out of business.

Cllr Waseem Zaffar, the city council’s transport and environment chief, said he understood drivers' position, but stressed the city had a "public health crisis" due to pollution and cabbies would benefit from a £15m pot of support measures.

The council approved a new emissions policy for black cab and private hire drivers earlier this month, meaning they will not have to meet the Euro 4 (petrol) and Euro 6 (diesel) standards the same as others entering the Clean Air Zone.

But from 1 January 2021, any newly-licensed vehicle must be classed as ultra low emission.

    Quote Message

Ultimately it is a very small proportion of drivers demonstrating. I’d advise them this isn’t about punishing the public. The commuters are being unreasonably affected by the go-slow protests and it shouldn’t be the case that they suffer."

As voters are asked to make their choice in council elections next Thursday, BBC News has been looking at why most councillors are white men of a certain age.

    David Clift

David Clifft is almost Mr Average when it comes to local councillors.

The 57-year-old from the West Midlands has the most common name for a candidate and is only two years off the average age for a councillor.

"It is very difficult for younger people to decide to do this," he said. "People in their 20s and 30s are starting or getting on with their careers and there is a lot of pressure on them to climb the ladder.

"It is easier for people of my age if the mortgage is paid off and we can afford to give up the time at work."
