    A teenager from Truro found guilty of stabbing another teenager has had his custodial sentence cut by six months by judges at the Court of Appeal.

    Jobe Clemow wore a black mask as he attacked a 14-year-old boy with a knife at the community centre in Truro on 27 September 2017.

    His victim suffered a punctured lung in the attack at the Trelander Estate, and Clemow was given a two-year detention and training order , externalat Truro Crown Court.

    At a hearing on Tuesday, judges reduced the 17-year-old's sentence to 18 months. He was 16 when he carried out the stabbing.

    Mr Justice Spencer told the Court of Appeal that Clemow had committed "a very serious offence" but there was basis for reducing the sentence in the light of "recent encouraging reports" of "progress" he had made.

    The number of patients waiting more than a year for treatment has risen substantially in the South West, despite a pledge to eliminate so-called 52-week waits.

    Back in the year to March 2016, 199 people in the region waited more than 12 months for treatment.

    The most recent figures available show 341 patients are on the waiting list.

    NHS England, external said it recognised the pressure that trusts had been under and it aimed to reduce the numbers facing long waits over the next year.

    Cabbies in Newquay have asked Cornwall Council to approve a hike in taxi fares to cover continued rises in costs.

    The council's miscellaneous licensing committee will consider the request to raise taxi fares in the Restormel area, which covers St Austell and Newquay, when it meets on Friday.

    If approved, it would mean the fares in the Restormel area would be the highest in Cornwall.

    Under the proposals, most starting fares will see an increase of 50p.

    Charges for passengers who fouled the interior of the cab would also rise from £65 to £75 for most of the year, and more than double from £65 to £150 during Christmas and new year.

    Newquay Hackney Carriage and Private Hire Association said the increases were needed because of continued rises in fuel, insurance, maintenance and general running costs, plus increases in licence fees, inflation.

    Increasing charges for passengers who created a mess was also needed because such incidents often "render the vehicle unusable in most cases for a period of time, and even at £75 does not really compensate for lost potential income".

    A Devon zoo is believed to be the first in Britain to breed one of the world's smallest and rarest tortoises.

    The spider tortoise (Pyxis arachnoides) only grows up to about 6in (15cm) long and its name comes from the spider's web patterns on the shell.

    Little is known about the life of the burrowing, critically-endangered tortoise, although it is found around the south-western coast of Madagascar and thought to live for up to 70 years.

    Paignton Zoo in Devon is home to four adults - two males, two females - ranging in age from 11 to 22.

    It said keeper Andy Meek had to mimic natural seasonal changes the adult animals would experience in the wild, "with all corresponding fluctuations in weather and diet" as part of the breeding operation.

    It saw him have to spray the tortoises with water "to simulate rainfall".

    His work encouraged a single egg, which hatched at the end of April after about 180 days of incubation.

    "The youngster will be reared by staff and then sent on to another zoo in due course," the zoo said.

    The Blue Oss and Red Oss have been followed through the town by their respective supporters.

    Cornwall Council could provide £1.4m towards an Eden Project scheme aiming to use hot rocks to generate energy.

    The project at Eden, led by Cornwall-based EGS Energy, has planning permission for a three to four megawatt geothermal power plant on a site at Eden "the size of a football pitch".

    On its website, Eden said the plant would "produce enough power for the Eden Project and about 4,000 houses, plus all the heat we can use, and more".

    If built, the plant would see cold water pumped down one hole, pick up the heat from rocks below the surface and then pumped back to the surface at about 180C. The hot water would then be run through a turbine to create electricity.

    The council's cabinet will decide on Wednesday whether match funding should be provided from the council's business, energy and industrial strategy grant fund to go with promised cash from the European Regional Development Fund.

    A Devon university head has warned that the institution "will take action" wherever it found discriminatory or abusive behaviour and those who did faced "very severe consequences".

    A number of University of Exeter students have been expelled after making racist and sexist comments.

    An internal investigation was opened into members of the Bracton Law Society after offensive and "vile" comments made by the society's committee were shared on social media.

    In a memo from the vice-chancellor to all staff and students, Professor Sir Steve Smith said: "For those students who have been expelled, these are very severe consequences, which have not been reached lightly. But there is no place at our university for any type of racist, bigoted, abusive or harassing behaviour, and we will take action wherever we find it."

    A man who's currently living in Cornwall says the Windrush scandal has led to him being "treated worse than a criminal".

    The Windrush generation settled legally in post-war Britain and automatically won the right to remain in the UK. However, the UK Government did not keep a record of many of the migrants.

    Some people who do not have the paperwork to prove they are in the UK legally have been detained. Others have lost their jobs and have been denied access to free medical care.

    Mike Clough came from Jamaica 50 years ago. He now spends lots of the year in Cornwall and his daughter lives in Newquay.

    Mr Clough, who said he was called into an immigration centre and asked to give up his personal items, as well as being told he could face deportation and would have to give up free NHS treatment.

    He's now been told he will get a British passport and get compensation for his troubles, but said it's been an extremely difficult time.

    A number of students have been expelled following racist and sexist behavior at the University of Exeter.

    It follows an internal investigation into members of the Bracton Law Society after offensive and "vile" comments made by the society's committee were shared on social media.

    Messages by members of the society on WhatsApp were revealed by a student and shared more than 2,000 times on Facebook alone.

    The university said its hearings had concluded and it has made "expulsions, suspensions and other significant sanctions".

    In a memo from the vice-chancellor to all staff and students, Professor Sir Steve Smith said the actions showed the university's "absolute commitment to take serious action against those whose behaviour is fundamentally at odds with the commitment to inclusivity, tolerance and respect".

    A long overdue major £220,000 improvement works to a car park that was described by a local councillor as a danger to "life and limb" is to be carried out.

    The Dawlish Warren car park required significant improvement works to alleviate health and safety issues, Teignbridge District Council was told.

    A report, which went to the council's executive, said the work would fill in the potholes, provide improved pedestrian walkways through the car park, and would stop parking spaces being unusable because of surface water flooding during and after heavy rainfall.

    There would be a marginal gain of 11 spaces once the work was completed, it also said.

    The main works are due to commence on 4 June.

    Police in Cornwall are hunting a man who's wanted for recall to prison.

    Thirty-year-old Tony Pengelly is thought to be in the Camborne, Redruth or Penzance areas.

    Officers said, external he was 5ft 9ins (1.75m) tall, has a stocky build and a distinctive tribal tattoo on the right side of his face.

    Anyone who sees him or has information regarding his whereabouts are urged to contact police by phoning 101.
