Hampshire police are advising motorists stuck on the M3 near Basingstoke not to use the hard shoulder.
A spokesman said: "Please don't use the hard shoulder unless you have broken down.
"Otherwise you will be blocking emergency vehicles trying to ease the situation."

Hampshire Constabulary has advised trapped motorists, external on the M3 near Basingstoke to stay in their vehicles.
A spokesman said: "We are working hard with our partners to ease the traffic issues in the north of the county.
"The adverse weather is likely to ease later this evening, so please bear with us and stay in your cars."

We're getting reports that the problems on the M3 stem from three jacknifed lorries around junctions 6 and 7.
The motorway is virtually impassable, with lorries struggling on the inclines.
Police have advised drivers not to travel around the Basingstoke area unless absolutely critical.

A new yellow warning for the south east and south west of England warns that extra late afternoon and early evening snow may cause further disruption.
The warning is in place from 16:00 GMT to 20:00.
The Met Office says it means:
According to the forecaster, there is likely to be a further 2-3cm (1in) of snow.
In some places, particularly hills over 150m, there could be 3-7cm (1-3in).
The places covered by the warning are Bracknell Forest, Hampshire, Portsmouth, Southampton, Surrey, West Berkshire, West Sussex, Wokingham and Wiltshire.
