  2. 'Bullied' council to defend building planspublished at 10:26 British Summer Time 12 April 2018

A Surrey council is setting aside £200,000 to defend its Local Plan - which sets out development until 2032 - against three legal challenges.

Waverley council leader Julia Potts claims pressure groups are bullying residents and the council and accused them of "abusing public money".

The legal challenges are from the CPRE, action group Protect Our Waverley and two residents.

The council said house building had increased from 519 to 590 homes per year, with key development sites in Farnham, Cranleigh, Milford, Godalming and Dunsfold Aerodrome.

Plans include 1,800 homes at Dunsfold Park, which is currently an aerodrome and home to the test track for the BBC's Top Gear. The BBC has not commented.

CPRE Surrey director Andy Smith said: "We cannot stand idly by and witness yet more 'protected' countryside being lost to housing development."

Protect Our Waverley chairman Bob Lees said the increased building target was "unreasonable".

Ms Potts said she was asking the executive to agree £100,000 with a further £100,000 to be approved.

Adding that the council had already faced a series of costly planning challenges, she said: "I am tired of this council and our residents being bullied, and having to defend the lawful, democratic decisions of this council in the High Court."

Flower tributes left for a suspected burglar repeatedly destroyed

A senior Met Police officer has "urged" members of the public not to tear down tributes to burglar Henry Vincent.

Flowers, cards and toys in memory of Mr Vincent have been repeatedly attached and removed from a fence opposite the Hither Green home where he was fatally stabbed on 4 April.

It has resulted in tensions building between the local community and friends and family of Mr Vincent.

Lewisham borough commander Ch Supt Stephen Dobinson says the public should "respect" the tributes.

He added: "I am aware of the concerns that have been raised by residents regarding the floral tributes placed in Hither Green.

"My officers have a responsibility to provide reassurance to local residents so they can go about their daily lives, while also respecting the wishes of family and friends to mark the loss of a loved one.

"They are not there to safeguard or facilitate the laying of floral tributes; we are liaising with the local authority who are considering appropriate management of the floral tributes.

"I do not want anyone to feel intimidated or that they are not being allowed to respond in a dignified way to a tragic death.

"We would urge members of the public to respect the wishes of those who choose to place flowers and other tributes in the area.

"We would also request those placing tributes or visiting the area to behave in a responsible manner so as not to disrupt the local community.

    Bob Dale
    BBC Live reporter

Plans for an open-air swimming pool in Brighton have moved a step closer.

The council has agreed to lease land on the seafront to Sea Lanes Ltd, which wants to build the Olympic-sized heated pool.

If the scheme gets planning permission, it will be open for five years before a decision is made on whether it should be kept for good.

The pool could be open by November.

  18. Housing plans 'like Monty Python'published at 16:17 British Summer Time 11 April 2018

    Dean Kilpatrick
    Local Democracy Reporter

The leader of Medway Council has described the government's demands for more than 35,000 new homes in the Medway Towns by 2035 as "something from Monty Python".

Cabinet members agreed on Tuesday to send a strongly-worded letter to the Ministry of Housing, Communities and Local Government regarding proposed changes to the National Planning Policy Framework.

Revisions proposed by the government include the adoption of a standardised method of the number of homes local authorities are expected to provide, meaning 37,143 would have to be built in Medway by 2035 rather than the previous target of 29,463.

If a council fails to meet 75% of its targets over a three-year period, the government could force authorities to approve all planning applications unless their adverse impacts "significantly and demonstrably" outweigh the benefits.

The draft letter, approved by cabinet members, said: "If Medway do not deliver 1,249 homes (which is a 223% increase), then we will fail the 75% test.

"Even if Medway was to get a 200% increase up to 1,112 - which would be incredible on the basis of the test - it would be penalised when it should be rewarded."

Councillor Alan Jarrett, the Conservative leader of Medway Council, said: "It makes a mockery of the government's policy of directing massive infrastructure funding to the north while reducing their housing numbers, and piling all those housing numbers into the east and the south-east, which is seeing little or no infrastructure funding at all.

"To be quite frank, it beggars belief. It's like something out of Monty Python."

The land was sold to a private company, but no plans to redevelop it were brought forward, and the council recently acquired the site.
