    Failures in a district heating system could compromise research work at the University of Sheffield, according to the Local Democracy Reporting Service.

    The concerns have prompted the university to be given permission to build its own energy centre.

    The university said it had to act before outages could see its research license agreement being revoked, with many years of research being lost.

    Sheffield City councillors have approved the construction of the centre on the site of a former lecture theatre on Bolsover Street.

    A 21-year-old female student was grabbed by a man as she was making her way home at about 01:00 on Monday 14 May.

    The suspect is described as Asian, in his 20s, about 5ft 6ins tall, with a short trimmed beard.

    He was wearing a black t-shirt with the words "Toyko, NYC and Paris" emblazoned on his chest and a hooded top.

    Police have asked anyone with information to contact them on 101.

    Talks are under way about what to do with the former Bootham Park Hospital in York.

    The Care Quality Commission, external ruled the psychiatric unit was no longer fit for purpose in 2015.

    The City of York Council said it hoped the listed building could be used to provide health related services and not sold to a developer.

    The building was put up for sale last January by NHS Property Services.

    It said it had a "remit" to deliver the maximum return to the NHS for surplus property.

    More than 100 driving offences, including speeding and driving in bus lanes, have been racked up by council staff in Sheffield, according to the Local Democracy Reporting Service.

    The council has 1,180 drivers and 876 vehicles and says it's down to individuals to take responsibility for fines and penalties.

    The road safety charity Brake said the council should do more to educate staff on the dangers of speeding.

    Council-controlled schools in Bradford made a loss of nearly £2m over the past year, according to a report shown to councillors this morning, external.

    The schools, which aren't free schools or academies, lost a combined total of £1.9m.

    Total cash reserves for schools in the district sit at around £7m but many have seen their deficits increase.

    The report says it expects balances to reduce even further during the rest of this year.

    The Labour MP led a debate in Westminster Hall on stop and search techniques used on black, Asian and minority ethnic people.

    Writing for Politics Home yesterday, external, she said: "Whilst accepting that stop and search powers are important in helping the police fight and prevent crime; when used unjustly against innocent people they are hugely damaging to police and community relations."

    Black people were six times more likely to be stopped by the police than white people, according to figures from 2017.

  15. York traffic lights trial aims to end stop-go trafficpublished at 10:48 British Summer Time 23 May 2018

    A new system designed to stop drivers getting stuck at red traffic lights is to be tested in North Yorkshire.

    The signals will advise motorists and vehicles what speed they should drive at so they will arrive at the next set of lights just as they turn green.

    Engineering firm AECOM is developing the scheme to cut congestion and reduce vehicle emissions through more efficient driving.

    It will be tested using a simulation model of the A59 in York.

    It's one of five shortlisted entries in a competition launched by the National Infrastructure Commission, Highways England and Innovate UK to create roads for driverless cars.
