Supt Sarah Poolman said the council had decided to decommission Holden House, with the last of its residents expected to move out by the end of this year.
"It doesn't solve the problem, but it allows time away from a toxic environment with access to the services they need," she said.
"I am hopeful that by the end of the calendar year Holden House will be decommissioned and the residents in places which are more compatible with their needs."

The head of a Leeds taxi firm says plans to clean up the city's air could have a damage the livelihoods of cab drivers, according to the Local Democracy Reporting Service.
Leeds City Council will talk about the proposed clean air zone next week and it would see some vehicles charged for entering the city centre.
Boss of Eurocabs, Ghulam Nabi, says "It will affect the industry, but I don't know how that is going to improve the air quality."
The clean air charging zone would see high-emission taxis and private hire vehicles registered in the city paying £50 a week.
Cllr James Lewis from Leeds City Council said: "We are also currently exploring a range of support packages to help affected businesses transition to cleaner vehicles."

They say around 10kg of drugs, including class A and class B substances were found in the operation yesterday.

A body has been found in the search for a missing student from Leeds
John Paul Awi, 22, had been missing since last Saturday and an extensive search effort had been taking place to find him.
The body was found shortly before 15:00 today in woods off Stanks Drive by officers who were searching of the area.
West Yorkshire Police say it's too early to confirm the identity of the man and have informed Mr Awi's family.
Detectives say there don't appear to be any suspicious circumstances.

Julie Sayles, 60, from Bridlington, East Yorkshire (pictured), bought two houses with money she took from a bank account she shared with Edith Negus.
Last year she was sentenced to nine years in prison for six offences including fraud by abuse of position.
At a proceeds of crime hearing at Hull Crown Court, Sayles was ordered to hand over a total of £315,000.
A lorry load of toys has been stolen from an HGV parked at a motorway services this morning.

Police say they were called to reports of pallet loads of toys been taken from the lorry's trailer.
A large inflatable swan has been rescued off the East Yorkshire coast, after being mistaken for a windsurfer in difficulty.
The Hornsea Inshore Rescue lifeboat went to investigate about a mile off the coast of Skipsea Sands after getting the call yesterday.
They say they checked the area to make sure no one had been on board the swan before bringing it back to shore.
Leading Coxswain Karl Shannon said: “In this case it was fortunate the swan had nobody aboard, but it highlights how easily inflatables can be swiftly blown out to sea with possible tragic consequences.
A house in Bradford was damaged last night after a gun was fired at it during a burglary.
It happened at about 23:15 on Cleckheaton Road, with police later finding that a door and a window had been damaged by gunshots.
Det Ch Insp Ian Scott said: "Our enquiries into this incident are at an early stage and continuing.
"Firearms discharges are a serious matter and increased patrols will be operating in the area today to offer reassurance to residents," he added.
