Trevor Lake, who chairs an independent audit committee looking at how the police are governed, said inexperienced officers had been promoted to senior positions after a recruitment freeze at the force between 2010 and 2012.
It followed a suggestion from a Bradford councillor that public safety may be compromised by the problem.

The company behind a backlog of medical waste - including body parts - has strongly denied any wrongdoing.
One of the disposal sites is in Normanton in West Yorkshire.
It's emerged that waste from hospitals had not been disposed of in a timely fashion by contractor Healthcare Environmental Services (HES).
However, in a statement released this afternoon, the company said it had "never stockpiled hundreds of tonnes of human body parts and dangerous waste at any of our sites throughout the UK."
They say waste is correctly stored.
It added that the site in Normanton had reached its capacity for the amount of waste it had, and the company has been working hard to reduce the amount of waste there.
It said: "At this time all waste on our sites is correctly stored and adheres to agreed guidelines."
HES added: "We have welcomed visits from the Environment Agency a number of times and have pointed out the amount of waste produced by the NHS far outweighs the entire incineration capabilities of the UK."
