Rail operator Northern has blamed infrastructure problems for the delay in introducing new trains across the region.
In February, the firm said it was replacing its 30-year-old Pacers with new trains.
It promised that the 98-strong fleet would come into service by Christmas with trains capable of travelling at 100mph.
Northern managing director David Brown said it was a "landmark moment" for rail travel in the north of England and the "21st Century trains" would "significantly improve journeys".
But the Guardian newspaper has reported, external that none of the 1980s railbuses have been taken out of service.
Northern says the old Pacers, made up of a modified bus body and four-wheeled wagon frames, will be phased out next year as the new trains are introduced.
It said the delay was due to the failure to complete electrification work between Manchester and Bolton which meant electric trains cannot yet be used on this route as previously planned.
A Northern spokesman said: “This means the diesel trains that continue to operate on that route have yet to be redeployed elsewhere on our network.
"As a result, we need to continue to operate the Pacers and we are still working on the phasing of their retirement."
