The city of Changsha in China has offered to subsidise a display in the city and would put £200,000 towards the plans.

He said: "It's a great opportunity. It's something that will be nationally and internationally significant.

He added the cost could go up or down, but the council will be expected to shoulder a third of the costs, possibly through taxpayers’ money or people paying to attend events.

  11. £10m overspend as Sheffield tries to balance budgetpublished at 10:00 Greenwich Mean Time 29 January 2019

An overspend of about £10m is being predicted by Sheffield City Council, which it says it will try and reduce as much as possible by the end of March.

    Sheffield City CouncilImage source, Google

Officials say for the first time reserves are needed in order to balance the council's budget next year, rather than simply use them as a last resort.

The council says the gap will have to be filled from reserves.

The authority says demand in social care means it has had to increase spending in that area by £35m over two years.

Councillor Olivia Blake, cabinet member for finance, says the 3% rise in council tax planned to be to introduced, won't cover the shortfall.

The council says if funding doesn't change in the next four years, services for some of the city's most vulnerable people may have to be cut.
