The A171 road in Scarborough is to be closed for two weeks for "unavoidable" sewage works.
The work will start on the stretch, between Keld Close and Newby Farm Road, on 18 February.
The diversion will be in place at the A165.
A new sewer connection to the site was given permission in 2015.
Following this, the lane in direction from Scarborough to Whitby will close for 10 days on 4 March.
County Councillor Derek Bastiman said: “This site has been underdeveloped for quite a while and constituents have been complaining to me for years, so while I am sorry for the inconvenience of the diversion, it is unfortunately unavoidable.’’
Punishments for people who carry out illegal badger baiting in North Yorkshire aren't tough enough, according to an animal welfare charity.
The Badger Trust is lobbying the government for tougher punishments for those who are caught using dogs to "rip them apart".
Chief executive Dominic Dyer described badger baiting as a "hidden secret in the countryside" involving "criminal gangs and illegal gambling syndicates."

A power walker was knocked down and killed by a stolen lorry travelling at more than 60mph, a court has heard.
Jacqueline Wileman, 58, died when she was hit by the vehicle in Brierley, near Barnsley, moments before it ploughed into a house in September.
Prosecutor Jason Pitter QC told Sheffield Crown Court the lorry, which was being followed by police, left a scene of "utter carnage".
He told the court: "She was dragged along the road causing extensive injuries and she was immediately killed, such was the speed and dangerous way the vehicle was being driven."
Three men deny causing Mrs Wileman's death by dangerous driving.
Prosecutors say David Mellor, 48, Wayne Carroll, 29, and Alan Mawhinney, 53, were in the cab of the lorry together with 23-year-old Karn Hill, who jurors were told has pleaded guilty to causing Mrs Wileman's death.
The court heard Mr Mellor had taken the tractor unit from his employers and, on the day of the crash, police had spotted it being driven dangerously around the area and had decided to follow, but not chase it.
He said the truck then appeared to drive in a "fast and aggressive way".
Mr Mellor, of Bank End Road, Worsbrough Dale, Mr Carroll, of Chestnut Street, Grimethorpe, and Mr Mawhinney, of Calder Crescent, Kendray, all deny causing death by dangerous driving.
Mr Carroll and Mr Mawhinney also deny a charge of aggravated vehicle taking.
Hill, of East View, Cudworth, has admitted causing death by dangerous driving.
The trial continues.

The longest service police horse in South Yorkshire is due to retire after 16 years of service.
George, who is also known as Oakwell, leaves South Yorkshire Police later this year just before turning 23.
During his time with the force he has gone through 188 sets of horseshoes, eaten 87,600kg of hay and taken part in 154 training sessions, according to the force.
Sgt David Driver, who joined the mounted section in the same year as George aka Oakwell, says he "hasn’t put a hoof wrong" during his years of service.
"He has been fantastic and deserves to hang up his horseshoes and have a happy retirement after 16 years of hard work and faithful service to the force," according to Sgt Driver.
The grey gelding was born in North Yorkshire in 1996 and joined the police in 2002 under the name George before being dubbed Oakwell in keeping with the force's tradition of using the names of local towns, villages and districts.
His last shift is planned for Saturday 30 March, when he will support policing of Barnsley vs Coventry at Oakwell Stadium.
