The authority apologised after it mistakenly flew a Welsh flag on St Patrick's Day.

A "basic error" was to blame and the council apologised for any offence caused, while congratulating Wales' rugby team after beating Ireland in the Six Nations.

Chrissy Meleady, of the Irish People's Forum in Sheffield, said older members of the community were "particularly aggrieved" at the error.

She added: "It's a little bit sad that they couldn't differentiate between the flags."

Ms Meleady described the reference to Ireland's loss in Cardiff as "quite an insult" and a "secondary slap".

"We've had Irish people here since 1455 and we've made major contributions to this city down the generations," she said.

"Even this town hall, all of the flag work, all of the artistic work, the carvings were done by Irish artisans."

A meeting will hear today the number is above the national average and rising.

He says: "Alcohol related crime rates constitute about 25% of arrests in York.

"If you then take away the effect and impact commissioned services can have with the people most likely to need them you can see why I think ticking time bomb is an appropriate phrase."
