North Yorkshire's Police, Fire and Crime Commissioner has been hit with fresh criticism with claims she failed to implement measures to prevent bullying in her office.
Julia Mulligan had been given a series of recommendations to follow after a panel ruled she had displayed "bullying behaviour" towards members of staff.
But seven months on, members of North Yorkshire’s Police, Fire and Crime Panel say they are disappointed she by her response to their “recovery plan”.
A meeting at County Hall in Northallerton heard that in November, she had agreed with the panel to follow-up on its six recommendations.
She was supposed to respond within 21 days to the recommendations, which included surveying staff over bullying in the workplace, undertaking a management course and appointing a mentor.
The commissioner received reminders in January and April but did not reply and it was only last week, just hours before the meeting, that the panel received brief responses.
Deputy chairman, Cllr Peter Wilkinson told her: "I have to express disappointment on behalf of the sub-panel that we issued this report in October and the first time we have had a meaningful response to the recommendations was yesterday evening."
After being asked about the delay, the commissioner replied that with senior officers now in place in her office, there were now suitable staff to progress the recommendations.

Drug dealers are targeting children outside a South Yorkshire school, with a parent saying children as young as 12 were "drugged off their faces", a meeting was told.
Students at Penistone Grammar School are involved in the drug dealing, a public meeting was told, something the principal at the school denies.
There had been "no reports at all" of pupils in school being unfit through drugs or dealing on the premises, principal Paul Crook said.
“I could name ten, what we call dealers, who are targeting vulnerable children in Penistone. We have shared them with the police", Mr Crook told the meeting.
But he denied claims posted on Facebook of drug problems affecting pupils at the grammar school.
Penistone doesn't have a "huge problem" with drugs though, according to South Yorkshire's Police and Crime Commissioner Dr Alan Billings.
“Part of the frustration with drugs is that often names are known", he said.
"The ones we really have to get at are the suppliers, they are the ones responsible for gangs, grooming and county lines”.

Leah, 15, collapsed in a car park in Northallerton on Saturday night and died later in hospital.
The special commemoration is due to be held in Applegarth car park tomorrow night, exactly a week after the teenager collapsed there.
Jayne Shackleton, who runs a youth club Leah attended, says: "We're doing ribbons and balloons in Leah's favourite colours, pink and green, and making lanterns and tea lights.
"The youngsters have arranged their own memorial service in the park and they're going to take everything down there and they can do their own service in their own special way."

More than 100 people turned out to see the unveiling of a memorial to the former Halifax-based Duke of Wellington Regiment.
More than 300 years of the Dukes, as they were known, came to an end when the regiment was absorbed into the Yorkshire Regiment in 2006.
Master sculptor Andrew Sinclair says senior officers asked him to create the 18ft bronze work of art to "celebrate the old regiment's illustrious history".
It was unveiled in front of the crowd by the current Duke of Wellington at The Woolshops earlier.
