It follows a request from the Leeds Motorcycle Action Group, which says doing so would improve safety for motorcyclists and help tackle congestion and air quality problems in the city.

At a meeting where the proposal was raised councillor Neil Buckley said: "It’s difficult to justify to the public having a bus lane that is completely empty most of the time and say motorbikes can’t go into it.”

But councillor Ron Grahame was concerned about placing motorcyclists near cycle lanes.

He said: “To put a motorbike in between there, it can lead to a fatality, I think it’s far too risky.”

The scrutiny board is now set to discuss the idea in more depth at a future meeting.

The Home Office funding is to pay for a violence reduction unit (VRU), similar to Glasgow's which launched after a rise in crime there.

The South Yorkshire VRU will enlist experts to address the causes of knife crime, the region's Police and Crime Commissioner (PCC) said.

Knife crime in South Yorkshire almost doubled in the last nine years.

South Yorkshire's PCC, Dr Alan Billings, said Sheffield had eight fatal stabbings in in 2018 and nearly 1,000 offences involving a knife that same year.

He said Glasgow's 10-year strategy had dramatically cut murders and stabbings.

The authority said it would be located on the site of the former Futurist Theatre.

The council stated any observation wheel would not be a "fairground attraction" and would be in place for 28 days at first, according to the Local Democracy Reporting Service.

Steve Siddons, leader of Scarborough Borough Council, said: "I promised we would look for a high-quality use for the site when I was elected and this proposal will fit the bill.

In a statement, the Commission said the group had paid the fine last month.

The council's two Yorkshire Party councillors, supported by Lib Dems, had proposed the local authority took the step, saying it would drive home to residents the urgency of tackling global warming.

But the council's ruling Conservative group has voted instead to write to the government asking it to provide extra funding, saying East Yorkshire was already making great efforts to tackle global warming.

Dozens of areas around the UK have said there is a climate emergency, but while there's no single definition of what that means, many areas say they want to be carbon-neutral by 2030.

  19. 'Three word' app offers new hope to lost and injuredpublished at 17:02 British Summer Time 19 June 2019

Emergency services in South Yorkshire are using a special location app to find people who may have become lost or injured and don't have an internet signal.

An algorithm developed by start-up company what3words divides the entire world into 57 trillion separate areas, each 97 sq ft in size, and gives each a unique three-word address.

For example, South Yorkshire Fire and Rescue's main building's co-ordinates are known in the app as "rang.onion.entertainer".

South Yorkshire Fire and Rescue Service and South Yorkshire Police are now using the app, which needs to be downloaded onto a phone but can then work when no internet is available.

The application is particularly used by walkers who might not be able to rely on landmarks or postcodes to direct emergency services. Here's how it works:
