Doncaster Council and its partners are continuing to help get people off the streets, despite complaints not enough is being done about begging in the town centre, Mayor Ros Jones says.
In a written public question to the mayor, a resident named CJ Nowak asked why the same people are continually begging around the town centre despite a Public Space Protection Order (PSPO) being in place.
The council, in agreement with South Yorkshire Police, issued the ban on begging, loitering around cash machines, openly taking drugs and drinking alcohol, urinating or defecating in public, setting up and sleeping in tents in the town centre or any behaviour which causes alarm and distress.
Those who continue to breach the PSPO and who do not want to access support offered face a fixed penalty fine of £100.
Ms Jones said a total of 25 known people were subject to enhanced enforcement under the PSPO.
This approach would help many people "break the cycle of begging, drug and alcohol issues", she added.

Two men in North Yorkshire who were found to have wild birds in their possession have been cautioned by police.
The two caged goldfinches were seized by police and RSPCA officers and the birds were subsequently found to have recent damage to their plumage and were behaving in an agitated manner.
On expert advice, it became clear the birds' behaviour showed they had recently been captured from the wild, police say.
Two men subsequently admitted the illegal possession and control of wild birds.
Under the Wildlife and Countryside Act, it's an offence to be in possession or control of any wild bird, but police say they've seen several instances of goldfinches being trapped and sold.
PC Graham Bilton, North Yorkshire Police's rural and wildlife crime officer, said: “All wild birds, their eggs and nests are protected by law within the UK with very few exceptions.
"Despite this, a small number of individuals still deem it acceptable to kill, injure or take birds from the wild."
The two goldfinches have now been released back into the wild, police say.
