Plans to develop fracking is taking longer than expected and is costing local authorities and police forces millions, a new report has found.
The government is planning to establish a UK shale gas industry through fracking - extracting gas and oil from shale rock wells by using highly pressurised water, sand and chemicals.
But this is controversial because of pollution and earthquake fears.
A National Audit Office (NAO) report said operations have proved costly for local authorities and police forces, which manage anti-fracking protests, traffic disruption and general public safety at the sites.
The report estimated at least £32.7m had been spent by public bodies since 2011, although the full costs are not known.
Three local forces have incurred costs; Lancashire Constabulary, North Yorkshire Police, and Nottinghamshire Police.
Although the Cabinet Office said it expected up to 20 wells would have been fracked by mid-2020, the report found only three have been fracked to date.
Site operators said the system to protect against the risk of earthquakes is stricter than that used internationally and claim this has hindered their ability to develop the industry, the report said.
Police in Leeds say they need to urgently trace the driver and passengers of a car which crashed through a fence into the compound of a Wickes store.

The occupants are believed to have been injured and West Yorkshire Police says it is concerned for their welfare.
Police want witnesses to the incident or anyone with information about those in the car to get in touch.
The Queensbury Tunnel is being partly filled as contractors try to stop it from collapsing.
Crushed stone is being poured into one of the air shafts because the structure is deteriorating, according to Highways England who look after the site.
The "emergency measures" are being done to stop it collapsing in on itself.
Campaigners who want to reopen the structure as a cycle way are unhappy with the action. They believe it could prevent the tunnel being brought back into use.
There have been calls to reopen the flooded tunnel as a cycle way between Bradford and Halifax since the train services were stopped in 1956.

A free public transport scheme aimed at getting people out of their cars in South Yorkshire has attracted huge interest.
A total of 500 free 28-day travel passes were put aside by South Yorkshire Passenger Transport Executive (SYPTE) for people who pledged to ditch their cars and use public transport instead.
However, SYPTE said there had been 700 applications for the passes since being launched earlier today.
Online applications have now closed.
The passes allow people to use trains, tram and buses for free in South Yorkshire.
The hope is that people will use public transport during the trial to cut congestion and promote cleaner air.

"I would like to get 108 cards for Dorothy to celebrate her special day."
Today that aspiration was well and truly passed with Dorothy's haul of cards from all over the world currently standing at 650.

A former prison officer from Yorkshire says staff are being forced to become carers for a growing number of older inmates who are "dying in front of them."
The man who worked in prisons for more than 30 years and wants to remain anonymous said: "You're looking at young prison staff trained to be prison officers but becoming carers."
The former officer said when he started work older prisoners were transferred to less secure jails when they approached the end of their sentences, but that had changed.
He said: "Now you're getting older prisoners starting big sentences and the young prison officers are coming straight from university, with very little life experience.
"Then they're having to deal with major traumatic events like somebody dying in front of them or caring for somebody at the end of their life."
His concerns were echoed by the chief inspector of prisons, Peter Clarke, who said the Prison Service should consider whether a new type of accommodation was needed, specifically designed to deal with older prisoners.
Ministry of Justice figures show there were 13,617 inmates aged above 50 in June. The Prison Officers Association says increasing numbers are frail, incontinent or have dementia.
The Prison Service said it was working to meet the needs of elderly prisoners.
