New plans for the site in the city centre now include a large urban park with a mixture of residential, office and retail space but no longer includes the Ice Arena.
Hull City Council says it's looking at other possible sites for that instead.
Councillor Daren Hale, leader of Hull City Council, said: "These new plans will create a city centre oasis, a place where people will be keen to live, work, relax and socialise."
As well as the urban woodland, the new plans also include a bike hub where cyclists will be able to store cycles and will also include solar panels, EV charging points and other eco-friendly elements.
Responding to the news that the Labour council has dropped its plans for a new ice arena in the development, Liberal Democrat opposition leader Mike Ross said: "With dither and delay on the Ice Arena developments, leaving residents in limbo, the council have serious questions to answer.
"They've rowed back with no new plan for what happens to the Ice Arena now. It is not good enough and the residents of Hull will rightly be demanding answers."
Detailed plans will be submitted to the council's planning committee later this year.

A police officer who jumped into a freezing cold dyke to rescue a man who was trapped in his car has been nominated for a bravery award.
PC Phil McAllister came to the rescue after the man lost control of his vehicle in icy conditions and ended up trapped upside down in a water-filled dyke in Pinchbeck, in December.
The man managed to call 999 and PC McAllister was alerted.
The conditions were treacherous and without a thought for his own safety he entered the freezing cold water, Lincolnshire Police said.
If he had waited for specialist units to arrive, the outcome could have been very different, it added.
After entering the water, the officer was able to smash a window, allowing him to keep the man's head above the water until help arrived.
