It could mean that face masks will be reintroduced in schools after a jump in cases linked to young people.
The rate per 100,000 people has hit 773.1 cases in the week to 15 October, North Yorkshire County Council said.
Health bosses said it was the highest rate in Yorkshire and the 11th highest in England, with cases rising most sharply among five to 19-year-olds.
The authority said it had asked for some out-of-school activities to be postponed until infection rates eased.
Public health officials called an urgent press briefing on Tuesday and revealed every head teacher in Harrogate had been contacted with the offer of extra support and advice.

Refugees from Afghanistan have been invited to a welcome event in Halifax.
The Orange Box young people's centre, external has gathered hundreds of messages of goodwill from young people in Calderdale, written on orange hearts.
One of the messages says: "We will welcome you if you don't have anywhere to sleep."
The event is taking place on Tuesday evening at the St Augustine's Centre in Halifax.
Sara Robinson from the centre, which helps with refugee resettlement, says: "The Orange Heart is part of national campaign called 'Together with Refugees'.
"A heart, because it's about open hearts and a welcome and orange because that's the colour of the refugee flag and of lifebelts."
Afghans who worked for the British government or military have been the first to arrive with their families in West Yorkshire, after their country fell to the Taliban regime.
“Only a handful” of coronavirus PCR test results from East Yorkshire were among the thousands of negative results falsely returned from a private lab in Wolverhampton, health bosses have said.
East Riding Council’s Public Health Director Andy Kingdom said less than 100 false negative results were given to people in Yorkshire and the Humber from the Immensa Health Clinic lab, which may have incorrectly told 43,000 people their test was negative.
He added it meant very few East Riding PCR tests would need to be redone, with most of those affected thought to be from the South West.

A group of climate campaigners walking 500 miles from London to Glasgow have reached Bradford.
The Carbon Copy, external campaigners are hoping to reach Glasgow by 31 October for the the start of COP26, the United Nations' climate change conference. They want to make the case for acting now to help protect the environment.
Ric Casale from Carbon Copy says: “We’ve met some great people and had some great conversations along the way about making a change to help the environment and we want to focus on what is happening locally."
Steven Haasz, who is also walking with the group, says: “We’re working with a lot of local groups and introducing them to other groups so they can work together to make change."
The walkers have been walking for 13 days and will have a short break in Bradford, before heading to their next stop in Skipton.
The aircraft is parked in a north east Lincolnshire field while tests and repairs are carried out.

A company in Hull has stepped in to help make a difference to the lives of young people who use the East Hull Boxing Academy.
The non-profit organisation not only teaches children to box but it offers a space for them to build their confidence and meet new people.
However, the current venue at St Bede's Church, Staveley Road, needed some work to help bring it back to life.
Firm Creative Hive has been in to paint murals on the walls and help create a more welcoming space for the people who use the centre.

Police said a fight broke out in The Royal pub at about 22:00 BST on Saturday, before it spilled out into the street to the Market Place.
The man was assaulted behind the White Horse Cafe, suffering serious head injuries.
A 21-year-old man was arrested on suspicion of wounding with intent and has been released on bail.
North Yorkshire Police believe many people were in the area at the time, and anyone who saw the incident is being asked to come forward and help with the investigation.
The family of a motorcyclist who died in a crash have paid tribute to him, and his passion for motorbikes that started when he was just 12 years old.
Keith Smith, 70, was riding on the B1202 at Lissington, Lincolnshire, on 6 October when he collided with a car towing a trailer.
He died at the scene.
His family said he was a "much-loved husband, father, brother, brother-in-law, granddad, uncle and friend," who was a well-loved member of the local karate, trials bike and Triumph owners' club communities.
They said he had covered hundreds of thousands of miles over the years on his motorbike, mostly with his wife of almost 50 years as a pillion.
In a statement they said: "Keith was our rock, the man who was always dependable, reliable and on time.
"He was always busy with a project and always on the go. He was successful in whatever he turned his hand to, be it family life, work or hobbies.
"Keith was our hero, such a quiet, loving, unassuming man and we’ll miss him forever."
Lincolnshire Police are appealing for witnesses to the incident to contact them.
People living in Elvington near York are being asked to boil their water before drinking it, as the quality is being checked by Yorkshire Water.
The water provider said the "potential issue" was picked up during routine tests.
It said in a statement: "You can still use your water to wash, clean and flush your loo – but until further notice we’ve taken the precautionary measure to ask you to boil your water before you consume it."
Several caskets containing ashes were buried under the pitch at the former Bootham Crescent ground.
