Park Road, between Elland and Brighouse, opened again on Friday after being closed since February 2020.
Following the storm, cracks appeared over a 197ft (60m) length, which meant the road had to be fully closed to all traffic for safety reasons.
Repairs have involved the installation of 157 deep-bored piles and ground anchors, tied together with a concrete capping beam.
Further work has also taken place to improve drainage to help deal with future heavy rain, according to Calderdale Council.
Cabinet member for regeneration and strategy, Councillor Jane Scullion, said: "We know how disruptive this closure has been and we thank everyone for their patience."
A peer found guilty of sexually abusing two children in the 1970s has been jailed for five years and six months.
Lord Ahmed of Rotherham was convicted at Sheffield Crown Court last month of a serious sexual assault against a boy and attempted rape of a young girl.
The court was told the repeated abuse happened in Rotherham when the defendant, appearing under his real name of Nazir Ahmed, was a teenager.
During trial, prosecutor Tom Little QC told the court Lord Ahmed had attempted to rape the girl in the early 1970s, when the defendant was aged 16 or 17, but she was much younger.
The attack on the boy, who was aged under 11 at the time, happened during the same period.
The 64-year-old, who was created a life peer in 1998, resigned from the Labour party in 2013.
Passing sentence, Mr Justice Lavender said his actions had "profound and lifelong effects" on the victims.

A group of men in masks threatened staff in the shop on Westgate in Honley, near Holmfirth, with what officers said was a stun gun.
The incident took place just before 22:00 on Wednesday, according to West Yorkshire Police.
The men took cash from the till and left. Staff were "shocked but unharmed", officers said.
Four men aged between 31 and 40 were later arrested on suspicion of robbery. They remain in police custody.

Peter Newton, 54, was heading north in a silver Skoda Octavia on Welham Hill at Norton just after 19:00 on Wednesday.
His vehicle left the road and overturned in a lay-by after passing the crossroads with Penhowe Lane and Low Lane, according to North Yorkshire Police.
No other vehicle is thought to have been involved in the incident.
Members of the public and emergency services, including the Yorkshire Air Ambulance, tried to save Mr Newton, from Duggleby, Malton, but he died at the scene, police said.
Witnesses, or anyone with information or dash-cam footage which could assist the investigation into the incident, are asked to contact police.
The money will be spent on social services and new city developments, the council's leader says.

Police were called to the incident at Sheffield Springs Academy shortly after 15:00 on Wednesday.
Officers say one of the males was wearing a black coat with the hood up and was carrying a knife.
The other was white with a red coat on and a snood around his face.
Both had left the school premises by about 15:20.
A spokesperson for South Yorkshire Police said: "We've since located one of the men, a 16 year-old from Sheffield, and he's been arrested on suspicion of affray – public order. He remains in custody at this time."
South Yorkshire Police has asked to see footage of the incident said to be circulating on social media, so it can "build a complete picture of the alleged incident and what happened".
A riverside scene painted by one of Leeds' most celebrated artists is coming home after being bought by the city's art gallery.
Reflections on the Aire - On Strike, painted by Leeds-born John Atkinson Grimshaw in 1879, is an example of one of his signature moonlit scenes combined with a social message.
It shows a sombre industrial cityscape with a single female figure looking into the dark waters of the River Aire in the city.
Born in 1836 in a back-to-back house, Atkinson Grimshaw was a self-taught artist who left his job as a railways clerk and become one of the most singular painters of his era.
Leeds Art Gallery said it was a "significant addition" to its collection of work by the artist.
The full cost of the acquisition has been met by the Leeds Art Fund, with support from the Hurst bequest.

A man has been arrested on suspicion of a firearms offence following an armed police operation in the centre of York.
Police were called after reports of threats being made by the driver of a car towards a man riding a bike on Lendal Bridge at around 14:20 on Thursday.
North Yorkshire Police said officers from the Firearms Response Unit were deployed and arrested a 25-year-old man from Leeds on Museum Street near to York Minster about an hour later.
He is being held on suspicion of possessing a firearm and affray, the force said.
Officers are also questioning two other men, aged 24 and 22, in connection with the investigation.
Anyone with information about the incident is asked to contact police.

Two further men have been arrested on suspicion of murder after the death of a man in Rotherham on New Year's Day.
Fatjon Oruci (pictured), 22, from London, died on Doncaster Road, Rotherham after he was stabbed and beaten.
Police said a 31-year-old man from Rotherham was arrested at Leeds Bradford Airport on Wednesday night, and a second man, aged 21, was also arrested at the airport on Saturday.
A total of ten arrests have now been made during the murder inquiry.
