The mural features a sheepdog looking over a dry stone wall alongside six sheep in a meadow and a signpost to several local landmarks.

It was commissioned in 2019 by Christine Swift who owns the Georgian York House Antiques shop in Richmond.

Council officers claim it damages the appearance of the the Grade II-listed building and have recommended the council refuse retrospective planning permission.

However, 3,100 people have signed a petition urging the authority to keep the 16ft (5m) by 5ft (1.5m) mural.

Residents have described it as a "fantastic bit of fun countryside art" and said it was completely in keeping with the area.

Richmondshire District Council will consider the application on 1 March.

Council leader Denise Jeffery has now responded, offering her "deepest sympathy" to people in Ukraine

She said: “Our town twinning agreement with Belgorod is dormant and we haven’t had any links with them for many years.

"However, in light of the current events in Ukraine, I will be recommending a formal end to the council’s twinning agreement.”

The news came after the Theatre Royal Wakefield announced it was cancelling an upcoming production by the Russian National Ballet, because of the conflict.
