  10. Appeal after dead horse found tied to lamppostpublished at 14:23 Greenwich Mean Time 14 February 2020

    Samantha Noble
    BBC News Online

The RSPCA is appealing for information after a dead horse was found with its legs tied to a lamppost in Leicestershire.

The chestnut mare was discovered by passers-by in Gopsall Wharf car park in Green Lane, Snarestone, on Wednesday.

Alison North, from the RSPCA, said: "We suspect her body was driven to the location on a trailer or truck by those responsible, who then tied rope from her legs to the lamppost before driving away, dragging her body out of the vehicle on to the floor."

She said the small horse looked to be in poor body condition with protruding ribs, hips and spine, and overgrown hooves.

The BBC has decided not to show images of the horse, as they are too distressing.

“The pony was not microchipped and locals say they haven’t seen her in the area before," she added.

"It’s incredibly sad to think someone not only let her get into a poor state of health, but then dumped her body for somebody else to deal with in such a public place. It’s hugely irresponsible."

Ms North added anyone with information can get in touch in confidence on 0300 123 8018.

Leicestershire Police said officers were called to the scene and contacted the RSPCA.

  11. A52 Clifton Bridge: Concrete breaking 'like bullets'published at 14:14 Greenwich Mean Time 14 February 2020

    Sandish Shoker
    BBC News

Highways England say staff are having to wear protective suits to work on the A52 Clifton Bridge because the concrete is breaking off "as fast a bullet".

The bridge was closed as a precaution last Thursday after corrosion damage was spotted and caused days of traffic congestion around Nottingham.

One lane still remains closed and a safety barrier has been installed to allow workers to continue working on the bridge while traffic keeps flowing.

Pictures released by the company show staff wearing helmets and suits while they work.

"We need to make sure we can prevent further disruptive damage to the affected area and that is why we took proactive steps to close the road," said a spokesman.

"We also have engineers working on and under the structure and we must make sure that we don’t cause them injury from passing vehicles."

"We don’t close lanes or roads to annoy people," Highways England added, in a statement. "We do it to keep people safe – those working on and underneath the road and those travelling on the bridge itself.

  18. 'Unexpected' win for Labour in Whaley Bridgepublished at 11:04 Greenwich Mean Time 14 February 2020

    Eddie Bisknell
    Local Democracy Reporter

Labour has pulled off an unexpected victory to win the by-election for the Whaley Bridge seat on Derbyshire County Council.

Conservative councillor Alison Fox died in October, aged 58, after a long bout of illness, leaving the seat vacant.

Yesterday, a by-election was held to fill her seat on the county council – which is controlled by the Tories.

On a cold night in the Whaley Bridge Uniting Church, Labour candidate, and up until December, High Peak MP, Ruth George swept to victory in the seat by a decisive margin of more than 800 votes – claiming more than half of the overall votes.

Before now, Labour has never held the Whaley Bridge division, with the Conservatives and Liberal Democrats trading control of the seat.

The make-up of the county council is now 36 Conservatives, 25 Labour and three Liberal Democrats.

Six months ago, Whaley Bridge hit international headlines when the Toddbrook Reservoir dam above the town was on the brink of failure – putting lives and demolition of vast swathes of the town at risk.

Mrs George, the former High Peak MP, lost her seat to Conservative candidate Robert Largan in December by less than 600 votes.

  20. Plans for derelict city square grantedpublished at 09:08 Greenwich Mean Time 14 February 2020

    Chris Doidge
    BBC Radio Derby, political reporter

Planning permission has been granted - in principle - to redevelop a sqaure in Derby which has been derelict for more than a decade.

It could lead to 500 new homes and a space for about 2,000 jobs in the Becketwell area of the city, also known as Duckworth Square.

The replacement of the Assembly Rooms could also be based there, and the plans include developing the old Debenhams store and the former Pennine Hotel.

The site has been derelict since the demolition of the Duckworth Square shopping centre in 2003.

    Becketwell area

Detailed plans still need to be approved, but Derby City Council's planning committee has given unanimous approval in principle.

Oliver Quarmby, from developers St James Securities, said: "I am absolutely delighted.

"We have been waiting for two years on the scheme. It takes the scheme from being an ambition to a reality."
