Prisoners in Leicester have been living in dirty and cramped cells, unable to shower every day and only given two pairs of pants a week, inspectors found.
Inmates also complained to inspectors about cockroaches and lack of contact with families and time out of their cells during a visit by Her Majesty's Chief Inspector of Prisons (HMIP) at HMP Leicester last month.
The team's report noted the "challenges faced by the prison were compounded by the high rates of Covid-19 in the city and the local lockdown that had been in place since the summer".
Inspectors described the living conditions as "poor" and said not all prisoners lived in a "clean, decent environment", with not enough privacy screening around toilets in shared cells.
Prisoners reported feeling suicidal and separated from their families following the cancellation of visits, which had "a drastic effect" on mental health.
Though one prisoner had died with Covid-19 in April, the report said staff had done well to limit the number of cases in the 350-capacity jail to just eight since March, and a survey of prisoners found 85% felt most staff treated them with respect.

A "kind-hearted" Derbyshire NHS worker has died after contracting coronavirus.
Sandra Scott, 49, was described as a "valued and much-loved member" of Derbyshire Community Health Services' hotel team.
She was known for her "bubbly nature and can-do attitude", the trust said.
Mrs Scott, from Brimington, first joined as a supervisor at Walton Hospital in Chesterfield in 2001.
She was promoted to deputy manager in 2019, overseeing the team based at the Hartington Unit at Chesterfield Royal Hospital.
The trust said: "Sandra’s team particularly pointed to how proud she was to have worked for the NHS and what a supportive and kind-hearted colleague she was."

Hospital bosses have apologised after people classed as clinically vulnerable were sent letters inviting them to book their coronavirus vaccine with an incorrect link.
The letter included an online link that only works for those over 70, which Nottingham and Nottinghamshire Clinical Commissioning Group said was down to "a processing error".
People aged under 70 who are "clinically extremely vulnerable" will now be sent a second letter with a new link, and will need to bring the second letter to any appointment to prove their eligibility.
The BBC understands the error has affected about 18,000 people.
Thousands mistake the group for a US trading platform that curbed the buying of shares in GameStop.

Advice has been issued to police officers after no fines were handed out to a crowd of people dancing in a park on Sunday.
The gathering in Spinney Hill Park, Leicester, was dispersed after being told those in attendance were in breach of Covid-19 rules.
In a statement, Leicestershire Police said while dispersal was considered "appropriate" at the time, their response has since been discussed internally "with those involved in reviewing the incident".
"Advice continues to be provided to officers in relation to responding to reports of Covid-19 regulation breaches and as part of our review, advice has been issued in-force following Sunday's incidents," a police spokeswoman added.
Since 4 January, the force has issued 360 fixed penalty notices for Covid breaches.

A yellow weather warning for snow is in place for Leicestershire and Derbyshire this weekend.
The Met Office is warning the snow, which could be heavy at times, could lead to travel disruption.
The warning, which is in place from 03:00 to 18:00 on Saturday, does not include Nottinghamshire but some light snow is expected there.

Firefighters have rescued an escaped buzzard after it got tangled up in a tree.
The bird of prey had spent two days 30ft above the ground in Carlton, Nottinghamshire, before being reported to the RSPCA.
Fire crews were called at about 15:15 yesterday to get it down using a large ladder as it was tangled in its leather straps.
A spokesperson said the bird "seemed well" and would now be reunited with its owner.

The government has reaffirmed its commitment to the HS2 leg connecting Birmingham to Leeds via the East Midlands.
Concerns over the future of the controversial rail project were raised after reports the line could be downgraded or terminate in Nottinghamshire, with regional leaders calling for guarantees the scheme would not be downgraded on Monday.

A woman in her 40s has died after a car and a lorry were involved in a crash on the A47.
Leicestershire Police said they were called to the scene following the collision between a blue Mazda 3 and a white HGV near Billesdon at 06:50 this morning.
Ambulance and fire crews also attended, but the woman was pronounced dead at the scene.

Thieves have stolen a volunteer first responder's kit from their car, meaning they cannot work.
North Notts Community First Responders said it happened in Creswell, Derbyshire, yesterday evening.
East Midlands Ambulance Service added: "This is really sad to see.
"This equipment is vital to our responders who play such an important role in supporting us."
